Restrictions for travel for COVID-19 seem to be a past experience. However, after such a pandemic it's now more important to check what could happen if another outbreak would occur and how it could affect your travel.

Most Dive operators (liveaboards & resorts) now have no leeway or specific cancellation policies in place for COVID-19., as they rely on you ( the traveller) to have travel insurance which would cover such an occurrence.

You MUST check that your travel insurance covers any related COVID-specific delays/ restrictions/ quarantine possibilities.

Check your destination country's official travel websites & your home country's travel websites for specific information before booking.

Australia now allows unvaccinated travellers to arrive & many destinations have relaxed their restrictions. However, these restrictions can change at any time. Before travelling to any destination check the rules with your prefered air carrier (stopovers may have different requirements than your final destination, the airline should have links to the government of your stopover) & the final destination. 

Below are some of the main destinations Australian Scuba Divers travel to. These are correct at the time of writing but again follow the links & double-check before booking. Some countries state you will need COVID travel insurance coverage as well, please double-check the travel policy meets the requirements of the destination before purchasing. 


INTERNATIONAL

FIJI 

All travellers need to pre-book their in-country RAT via entrytestfiji.com.

Before you board your flight for Fiji, you need to show at the airport check-in is:

1. That you’re fully-vaccinated 

  • Travellers 16 years and above need to show proof of full vaccination. Unvaccinated children can travel with their fully vaccinated parents/guardians. 
  • Fiji currently recognises AstraZeneca, Pfizer, Moderna, Johnson and Johnson, Nuvaxovid (Novavax), Coronavac (Sinovac), Covishield, BBIBP-CorV (Sinopharm), Covaxin and Sputnik V. vaccines only.
  • Fully-vaccinated means that you have received the recommended number of initial doses (usually 2) of a vaccine that Fiji recognises. Vaccine booster shots are considered as additional protection to full vaccination.

2. Show Travel Insurance

  • Travellers (foreign nationals entering Fiji for a holiday) must have proof of insurance for COVID-19 coverage. You can also purchase one online prior to travel with Fiji Care. 
  • Travel insurance is not mandatory for returning residents, but it is highly recommended.  

3. Pre-book a RAT between 48-72hrs after your arrival in Fiji via entrytestfiji.com


THAILAND

Travellers are allowed to enter Thailand with or without quarantine based on their vaccination status and their country of departure. The Test & Go program is no longer in use but "Quarantine" or "No Quarantine" is used. Follow the link below as your MUST register & obtain a THAILAND PASS

PAPUA NEW GUINEA (PNG)

Travellers are allowed to enter PNG but must provide:


TRAVEL INTO PORT MORESBY, PAPUA NEW GUINEA 

Ensure you are aware of the following requirements and restrictions when travelling to Papua New Guinea (PNG).

  1. Controller Approval is no longer required for travel into PNG.
  2. Pre-departure PCR testing for flights to PNG is no longer required
  3. Passengers do not need to complete the online PNG Health Declaration
  4. Passengers arriving from India and Philippines are no longer required to quarantine for arrivals
  5. Covid-19 testing on arrival from Australia is no longer required
  6. For flights arriving from other destinations, arrival testing will be conducted by Trakpro at a cost of K 150 per passenger, payable by card at time of testing. Passengers are recommended to download and complete the “LooK PASS” App in advance from the Apple – AppStore or for Androids from the Google Play Store. We strongly recommend creating a “LooK PASS” account prior to your flight to PNG, also noting that establishing the account requires you to verify a link sent to your chosen email address.
WHAT TO PRESENT AT THE TIME OF CHECK-IN FOR INTERNATIONAL TRAVEL TO PORT MORESBY
  1. Normal Travel Documents
  2. Proof of Vaccination (refer to Schedule 2 for the list of Approved Vaccines).

NEW ZEALAND

The international border is reopening in stages for eligible travellers to enter New Zealand.

WHO CAN TRAVEL TO NEW ZEALAND NOW

You can travel to New Zealand now if you are:

  • a New Zealand citizen
  • a New Zealand permanent resident or resident visa holder
  • the partner or dependent child of a New Zealand citizen or resident, and you hold a visa based on this relationship
  • an Australian citizen or permanent resident visa holder
  • a working holiday visa holder
  • a work visa holder and you still meet the visa conditions
  • a student visa holder and you still meet the visa conditions
  • a visitor visa holder
  • a visa waiver traveller who holds an NZeTA
  • someone who met a critical purpose reason to travel and was granted a visa as an exception to the border restrictions
  • a transit visa holder.

Visa waiver travellers and work, working holiday, visitor and student visa holders can leave and return to New Zealand, if their visa conditions allow for this.

RETURNING TO AUSTRALIA

Australia has relaxed its restrictions on travellers entering the country. The department of Home Affairs has created a step by step website for this ( link below). All passangers must must fill out the "Digital Passenger Declaration" DPB - best to go online & download it onto your phone as it will use your phone to scan your passport + you can show it when you check-in. Must be submitted inside 72 hours before departure.

INTERNATIONAL

FIJI 

From 7th April it is a MANDATORY requirement for ALL incoming travellers into Fiji to both BOOK and PAY for their 48 to 72-hour RAT prior to departing on their trip to Fiji.


EVERYONE that arrives in Fiji from April 7th and beyond, must go to the below site & register.

  • The portal address is entrytestfiji.com
  • The portal appears quite intuitive and essentially is a 4-step process
    • Select STEP 1 >> select Hotel or Resort Facility >> enter Volivoli in the 'Type to Search' cell (right-hand side of the screen) >> Click on Volivoli (or if for some reason you are sending clients elsewhere choose their location) under testing station tab (right-hand column) >> select In Country (48-72 hours of arriving in Fiji) >> click on the drop-down box Test Type and select RAT >> and the rest is extremely straight forward
    • Remembering this MUST be done prior to attempting to board their flight to Fiji
    • If multiple people are travelling as a dive group or family as an example 1-person can complete this for up to 50-pax rather than each individual traveler having to do it themselves

The last month has seen announcements of a return to international travel to several of our main diving destinations which have been fantastic. PNG, Thailand, Fiji, Bali & the Philippines all have different types of requirements but are essentially open to Australians & others who wish to visit. Below you will find details & links to each government's announcements.

I returned last week from a trip to Thailand where I was out on the Smiling Seahorse & The Phinisi dive liveaboards. I travelled under the Test & Go program from Thailand and found the process to apply easy to follow & the arrival at Phuket Airport process went very smoothly with no long delays. I had no problems, maintained hand hygiene, & social distance, (where possible), which led to an amazing safe experience with great diving.

INTERNATIONAL

RETURNING TO AUSTRALIA

 - You must show proof of your vaccination

 - A negative COVID-19 test result is required to enter or transit through Australia.

You must provide evidence of either

  • a negative COVID-19 Polymerase Chain Reaction (PCR) or other Nucleic Acid Amplification Test (NAAT) test taken within 3 days before your flight’s scheduled departure,
  • a negative Rapid Antigen Test (RAT) taken by or under the supervision of an authorised person within 24 hours before your flight’s scheduled departure.

- You must fill out the "Digital Passenger Declaration" DPB - best to go online & download it onto your phone as it will use your phone to scan your passport + you can show it when you check-in. Must be submitted inside 72 hours before departure.

THAILAND

Travellers are allowed to enter Thailand with or without quarantine based on their vaccination status and their country of departure. 

NOTE: For flights arriving on or after April 1, 2022 the pre-departure RT PCR COVID Test will no longer be required for all travellers to Thailand.

There are three programs available:


TEST AND GO: NO QUARANTINE

Fully vaccinated travellers from any country are allowed to enter Thailand without quarantine.

Fully vaccinated for more than 14 days before travelling;

Must book a SHA+ Hotel for Day 1 while waiting for the result of the RT PCR COVID test

must possess  COVID-19 Insurance.

SANDBOX PROGRAM

Fully vaccinated travellers from any country visiting Thailand are also not required to undergo a mandatory quarantine. They must enter Thailand under the Phuket Sandbox and  Samui Sandbox programs. These travellers are required to stay for 7 nights in a designated SHA Plus Hotel in Pattaya, Phuket, Khao Lak, Krabi, Samui, Koh Phang Ngan, or Koh Tao before they are allowed to travel to other parts of Thailand.

NOTE: On April 1, 2022 the sandbox stay will be reduced to 5 nights.


ALTERNATIVE QUARANTINE PROGRAM

For international travellers who are unvaccinated or not fully vaccinated, they will be required to undergo the mandatory alternative quarantine of 10 days in a designated quarantine hotel in Bangkok, Samut Prakan, Pattaya, Phuket, or Samui before they can travel to other parts of Thailand.

NOTE: On April 1, 2022 the mandatory quarantine stay will be reduced to 5 nights.


PAPUA NEW GUINEA (PNG)

Travellers are allowed to enter PNG without the controller's authorisation anymore ( free to travel into the country but must provide:


WHAT TO PRESENT AT THE TIME OF CHECK-IN FOR INTERNATIONAL TRAVEL TO PORT MORESBY   
  • Normal Travel Documents 
  • Medical Certificate for Covid-19 RT-PCR Test (test must be taken within 72 hours prior to the Travel Date) (Children of ages 5 years and below are EXEMPTED from the Covid-19 PCR Test)
  • Electronic Health Declaration form Barcode . This must be submitted between 12 and 4 hours prior to Departure Time (must use Smart Phone /Android phone) for the Barcode to generate.  Should the barcode not generate it is recommended to either print a copy of the screenshots of the completed form or take mobile phone photos of these. 
  • Proof of Vaccination (refer to Schedule 2 for the list of Approved Vaccines).
    • Travellers of ages 18 years and below are EXEMPTED from taking the Covid19 Vaccine
    • PNG Passport Holders are EXEMPTED

Please Note; Visa On Arrival (VOA) is still suspended, therefore must have a valid PNG Visa prior to the Travel Date.

A RAT test will be conducted on arrival. If this is found to be positive they will require you to quarantine for seven days.


FIJI 

From 7th April 2022, Fiji will welcome fully-vaccinated visitors from all over the world & removal of the three-night pre-booked stay. This has been replaced by a simple pre-booked RAT test within 24 hours of the traveller's arrival.  The website for pre-booking these tests will be available in the coming days.
Until then, Fiji offers quarantine free travel to fully vaccinated travellers from Travel Partner countries & as below.

BEFORE ARRIVAL

1. Negative Rapid Antigen Test (RAT): Travellers 12 years and above will be required to produce a negative RAT test taken no more than 24 hours prior to the commencement of journey of continuous flight(s), if applicable. This applies to all travellers disembarking in Fiji. or

Negative PCR: Travellers 12 years and above will be required to produce a negative PCR test taken no more than 2 calendar days prior to the scheduled day of departure. This applies to all travellers disembarking in Fiji.

2. Proof of Vaccination: All travellers must produce proof of full vaccination. Only travellers who are under the age of 18 years will be exempt, provided they are accompanied by a parent or guardian who is vaccinated. Vaccinated minors below the age of 18 may travel unaccompanied, observing all international travel protocols.

3. Pre-paid itinerary: Travellers must produce proof of minimum 3 nights pre-paid accommodation at a Care Fiji Commitment (CFC) certified property (hotel/resort) which must also include CFC certified transport from the airport.

4. Travellers must have stayed in a Travel Partner for at least 14 consecutive days prior to coming to Fiji.

5. All foreign passport holders (except valid permit holders who provide a supporting letter from sponsor/employer to meet all COVID related costs, including extended quarantine if required) must have medical travel insurance, with international coverage that covers COVID-19 before travelling.

Travellers with existing insurance must present evidence of the cover not excluding COVID-19. Alternatively, travellers may opt for FijiCare COVID-19 travel insurance offered to travellers from Travel Partners.


ONCE IN COUNTRY





1. As part of Fiji’s enhanced surveillance and monitoring exercise, travellers may undergo random RAT tests upon arrival as our Travel Partners continue to expand.

2. Travellers must have a minimum of 3 nights stay confirmed at a CFC certified property, during which time they can explore Safe Travel Areas (STA) and take part in CFC approved tours, excursions and experiences.

3. On Day 2 of arrival, travellers will be required to take an approved Rapid Antigen Test (RAT) at their hotel (Day of arrival is considered Day 0 and Night 1). After clearing a negative test, travellers can continue to explore the STA or enter the wider community. If traveller has entered with a proof of the isolation period served from a credible institution or a fit to fly certificate from a medical practitioner, the in-country RAT does not apply. 

A traveller’s pre-departure COVID-19 test from Fiji can only be considered as the in-country COVID-19 test, once the following conditions are met:

  • traveller is spending 5 or less nights in Fiji; and
  • traveller has a confirmed outbound ticket from Fiji. In the event the outbound country does not require a pre-departure COVID-19 test, then the in-country test after 2 days of arrival applies.

The cost of rapid antigen testing will be borne by the hotel or traveller. The swab will be done by trained professionals and certified health professionals affiliated to the hotel.

If the traveller turns positive on rapid antigen testing during their course of stay in Fiji, the confirmed case will be required to undergo 7 days of isolation. Should the traveller or the insurance provider require a confirmation of PCR, this will be facilitated at the cost of the traveller. All primary/close contacts of the confirmed case will not be required to serve a quarantine period and can access Safe Travel Areas. However, all primary/close contacts need to monitor their COVID-19 symptoms during this period.

4. All national public health measures applied by the Fijian Government, including face masks and social distancing, will apply.






INDONESIA

Travellers are allowed to enter into certain airports if fully vaccinatied & no quaratine period. You  will have a PCR test on arrival and need to stay at a pre-booked hotel awating the results. Some dive liveaboards are allowed to be this first night.

HOTEL & ACCOMMODATION:

Travellers need to pre- book a hotel or guest house for the first (arrival) night to await the PCR test results. ( It doesn' need to be a CHSE hotel but recommended).

VACCINATION REQUIREMENTS:

You must have a proof (digital/ printed) of Covid Vaccination – status fully vaccinated (the last dose must be taken 14 days before travelling to Indonesia). This is not compulsory for diplomat officials, and travellers below 18 years old, and travellers with comorbidity diseases carrying a medical statement letter, that they cannot be vaccinated

Travellers with only one vaccination dose (Johnson & Johnson counts as two – “status fully vaccinated) have to quarantine for 5x24h and get a second PCR test on day 4.

Kids below 18 y, follow the regulations that apply to their parents. However, if kids need a visa (B211A) and can’t get a Visa on Arrival, they need to be either vaccinated, or present a medical statement letter, that they are too young to be vaccinated for the application process.

PCR TESTING & RESULTS:

  • Present a negative PCR test result when you arrive. Test taken within 2x24h before your departure.
  • Take a mandatory PCR test upon arrival. Taken before you get to the immigration checkpoint at the airport (or harbour). The test can be pre-booked online. 
  • You must go directly to your accommodation and wait for the test result inside your room. You can not leave the room before the 1st PCR test received (and negative).
  • Once you receive the negative test result. you can continue with your travel plans freely
  • in case you are positive, and depending on your symptoms, with mild symptoms you will have to self-isolate until you are recovered and get a negative PCR result. If you have severe symptoms you will have to be taken to a government hospital.

OTHER REQUIREMENTS

  • Travel insurance (covering covid related medical costs and evacuation expenses) 
  • Visa on Arrival or B211A Visit Visa, depending on traveller’s nationality & arrival airport
  • Register to PeduliLindungi App, proceed to fill your travel information on International e-HAC (Indonesia electronic health alert card app
  • E-CD (Electronic Custom Declaration) if you are arriving in Bali

  • Purchase in the arrival hall before queuing at the immigration counters
  • IDR 500,000 (ca. USD 35)
  • Valid for 30 days
  • can be extended ONLY once for 30 days
  • Passport needs to be valid at least 6 months
  • Show return Ticket

B211A VISIT VISA

You need a B211A Visit Visa

  • If you don't arrive in Bali (Denpasar) from abroad, e.g. Jakarta 
  • If you intend to stay longer than 60 days 
  • If you travel with the purpose of doing business (meetings, sourcing, etc. NOT working for someone!) 
  • If your nationality is not mentioned on the 'Visa on Arrival' list

THE PHILIPPINES

Fully vaccinated arrivals are no longer required to quarantine on arrival. From 10 February, fully vaccinated Australians are allowed to enter the Philippines, without a visa, provided they meet certain requirements. All foreign nationals entering the Philippines must have travel insurance for COVID-19 treatment with a minimum coverage of $US35,000. A range of COVID-19 measures are in place throughout the country. These can change regularly. Follow the Philippines Department of Tourism for the latest advice.
REQUIREMENTS BEFORE YOU GO
  1. Visitors must be fully-vaccinated with any of the following proofs:
    • WHO International Certificates of Vaccination and Prophylaxis
    • VaxCertPH for balikbayans who had their COVID-19 vaccination in the Philippines.
    • National/State digital vaccination certificates of a foreign government recognized in the Philippines. See List of Countries/Territories
    • Other proofs of vaccination permitted by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-MEID)
  2. Your Passport must be valid for at least six (6) months at the time of arrival to the Philippines.
  3. Obtain a travel insurance for COVID-19 treatment costs, with a minimum USD35,000 coverage for the full duration of your stay in the Philippines.
  4. Register at onehealthpass.com.ph/ at least three (3) days prior to departure to get a QR Code. The following are the documents to be submitted:
    • Proof of vaccination (except for children below 12 years old, who will follow the protocol for the accompanying parent or guardian)
    • Confirmed bookings from hotels or accommodation establishments that are accredited by the Philippines’ Department of Tourism (DOT)
    • Return flight tickets to your port of origin or next destination, which should be not later than 30 days from date of arrival in the Philippines
    • Negative result of RT-PCR test taken within 48 hours or a negative laboratory based Antigen Test taken within 24 hours prior to departure.


UPON ARRIVAL AT THE AIRPORT

Visitors must be fully-vaccinated with any of the following proofs:

  1. Submit your One Health Pass QR Code and vaccination card to the Bureau of Quarantine (BOQ) personnel for validation.
  2. Have your Passport and travel documents validated by the Bureau of Immigration (BI).
  3. Claim your baggage.
  4. Exit at the Arrivals Gate for airport taxi service or previously arranged pickup service with your hotel or travel agency.
  5. NO QUARANTINE NEEDED but self-monitor for any COVID-19 sign or symptom*** for seven (7) days.

***If you exhibit COVID-19 symptoms, immediately report to your hotel or accommodation for proper coordination with the local government unit of your destination.

February has been a busy month with openings & announcements for the opening of borders for not only Australia ( & inside) but other parts of the world. Western Australia will open its borders for interstate & international travel from 12.01am Thursday, 3 March 2022. Thailand has re-started its Thailand Pass "Test & Go" option for vaccinated travellers again. No quarantine as such but you will need to meet their requirements before arrival with pre-booking & prepayment of accommodation on Day 1, day 5 & a PCR test on each day as well. PNG is talking about allowing travellers in from the end of February but nothing confirmed just yet.


International

ENTERING AUSTRALIA

From 21 February 2022, all visa holders who are fully vaccinated for international travel purposes can travel to Australia without a travel exemption. Unvaccinated visa holders will still need to be in an exempt category or hold an individual travel exemption to enter Australia.

National

WA’s border will open from 12.01am Thursday 3 March 2022. 


WA - 

Following a review of WA’s border controls based on the latest health advice, the updated Safe Transition Plan will take effect from 12.01am Thursday, 3 March 2022.

The border opening will allow for safe travel into WA from interstate and overseas with vaccination and testing requirements on arrival, pending the latest health advice.

Interstate travel into WA

  • Have a registered G2G Pass
  • Be triple dose vaccinated, if eligible
  • Undertake a Rapid Antigen Test upon arrival within 12 hours and report any positive result.

International travel into WA

  • Meet Commonwealth Government requirements (external link) to enter Australia
  • Be fully vaccinated under the Commonwealth Government requirements, if eligible
  • Have a registered G2G Pass
  • Undertake a Rapid Antigen Test upon arrival within 12 hours and report any positive result
  • Unvaccinated returning Australians will be required to complete hotel quarantine.

The testing arrangements are interim and will be in place for a minimum of two weeks and then be subject to ongoing review. All arrivals will be provided with one Rapid Antigen Test upon arrival to meet these interim testing requirements.

Queensland opened its International borders so that vaccinated returning travellers do not have to quarantine. Great for Queenslanders to jump over to Fiji for a great dive trip!

But on the other side ( literally) WA has suspended its border openings "indefinitely"... 

The EU has also listed Australia as a "COVID Danger Zone" which means it has removed it from the "White List". Several countries have pushed back against this as the case numbers here in Australia are not that bad compared to some countries on that white list. There is talk about implementing travel restrictions & quartine for Australians, but let's see what happens.

Domestic travellers entering Queensland are no longer restricted by the Chief Health Officer, with the Border Restrictions Direction being revoked at 1:00 am on 15 January 2022.

International entry to Queensland is still subject to restrictions and unvaccinated International Arrivals are required to arrive at the Brisbane International Airport quarantine for 14 days at government nominated accommodation in accordance with Quarantine for International Arrivals Direction (Opens in new window). Fully vaccinated International Arrivals are not required to quarantine upon arrival if they undertake a COVID-19 test within 24 hours of arrival and isolate until they receive a negative result.

For this reason, they is pressure on states to change their entry requirements with regards to testing before arrival. Changes to testing requirements for hotspot travellers

From January 1 2022, if you are a hotspot traveller entering Queensland, you will be able to meet entry testing requirements by either:

  • a negative Rapid Antigen Test
  • OR
  • a negative PCR test

taken in the 72 hours prior to entering Queensland. Until then, a negative PCR test is required for entry.

Also, from 28 December 2021, hotspot travellers in Queensland are no longer required to get a COVID-19 PCR test on day 5 following their arrival to Queensland. You still have to get tested if you develop COVID-19 symptoms or if you are a close contact of a person with COVID-19.

As of 26 December 2021, vaccinated people arriving from NSW/ACT/VIC are no longer required to have a COVID test on arrival and on day 6. They must have a COVID Test (including a Rapid Antigen Test) prior to arrival in SA.

Lots happening over the last week & today. Tasmania allowed travelers back into its state with over 6600 travel permits issued for today alone. Students were allowed into the state of Victoria today as well. The downside of the easing of restrictions is that case numbers seem to be on the rise & the Omicron variant has started creeping up in infection numbers. ACT lifts interstate travel restrictions & the SA Government halves the quartine time for international travelers. The High Risk countries have been taken off with those countries now back to a 72-hour quarantine in most states. And then WA has actually declared NSW an "Extreme Risk" and reduced the travel from that state.

The month of November has been a hectic month with international travel into & out of some states allowed, rules changing, dates changing & now there is a new variant that has thrown the no quarantine rule into jeopardy.

New restrictions for International travellers returning could be reinstated over the coming weeks.

Travel restrictions are now in place for people who have been in Botswana, Eswatini, Lesotho, Malawi, Mozambique, Namibia, Seychelles, South Africa or Zimbabwe in the last 14 days.

From 11.59 pm 27 November, all international travellers arriving into Victoria, who have visited the following extreme risk countries: South Africa, Namibia, Zimbabwe, Botswana, Lesotho, Eswatini, Seychelles, Malawi, and Mozambique in the past 14 days are required to undertake 14 days’ hotel quarantine, regardless of their vaccination status.

All other international travellers arriving in Victoria who are fully vaccinated, aged below 12 and 2 months or have a valid medical exemption are required to quarantine for 72 hours upon arrival.

Visit Service Victoria to apply for an international passenger travel permit. Your permit may not reflect these recent changes. We are working closely with Service Victoria to update the system.

International travellers arriving in NSW - Omicron update

All international arrivals in NSW – and their household contacts – should read NSW Health information and understand the rules for international travel to and from NSW.

From 12am on 28 November, all fully vaccinated travellers arriving in NSW who have been in any overseas country must get a COVID-19 PCR (nose and throat) test and self-isolate in NSW at their accommodation or place of residence for at least 72 hours, pending further health advice.  

All travellers arriving in NSW who have been in countries of concern in the 14-day period before their arrival must enter hotel quarantine for 14 days, irrespective of their vaccination status. 

Anyone who has already arrived in NSW and has been in these countries within the past 14 days must immediately get a COVID-19 PCR (nose and throat swab) test and self-isolate for 14 days. They must contact NSW Health on 1800 943 553

Vaccinated travellers cannot transit to another state or territory until they have completed their self-isolation requirements and checked interstate travel rules

Vaccinated travellers can only transit in a private vehicle, taxi or rideshare to self-isolate and get tested. Follow the rules for people who are fully vaccinated

All unvaccinated travellers from any overseas country will continue to enter hotel quarantine and must follow the rules for people who are not fully vaccinated arriving in NSW from overseas.

International travellers are now allowed to return into NSW & Victoria without quarantine. A massive step which is thanks to the public having the second dose of the COVID-19 Vaccination. The situation will keep evolving as more people are vaccinated & the airlines offer more travel both domestically & internationally.

Western Australia has announced a roadmap for travel both interstate & international which will see it only opening its borders in 2022. Theis is because they want a vaccination rate of its population of 90%.

Northern Territory went into a snap lockdown. Following a positive COVID-19 case in the Northern Territory, parts of the NT have gone into a lockdown or a lockout. Effective from 12.01am, 5 November 2021, the Municipality of Katherine including Tindal entered into a full lockdown for 72 hours.

NSW - 

International arrivals from 1 November 2021

People arriving in NSW who are fully vaccinated will not need to quarantine. They must:

  • have a COVID-19 test after arrival
  • prove full vaccination as recognised by the Therapeutic Goods Administration (TGA) and have their vaccination status certified by the Australian Government.

Requirements have changed for fully vaccinated international passengers arriving in Victoria from 6:00 pm Friday 5 November.

WA’s Safe Transition Plan has been released.

The Plan outlines safe conditions for interstate and international travel, and provides certainty on how businesses and WA’s way of life can continue safely with the introduction of public health and social measures once COVID-19 enters WA’s community.

With a 90 per cent double dose rate (12 years and older), expected in late January/early February, WA’s controlled border will be eased to allow for international and interstate travel from all jurisdictions, with testing and vaccination requirements.

VIctoria has reached a milestone :

"After an incredible effort from Victorians and record vaccination rates, Victoria is set to hit its 70 per cent double dose vaccination target in the Roadmap nearly a week early and significant restrictions are set to be eased.

With our first dose vaccination rate at almost 90 per cent, Victoria will this week hit a significant milestone on the Roadmap, with 70 per cent of Victorians 16 years and over having received both their vaccine doses.

Because of this, Victoria’s Chief Health Officer has determined that at 11.59pm on Thursday 21 October, Victoria will move forward in opening up and more restrictions will be eased. " Premier Daniel Andrews.

Travellers from the South Island will be able to arrive in NSW & Victoria without quarantining for 14 days if they are fully vaccinated. However, travellers entering from Australia to the South Island still need the 14 day quarantine period.

Travelling from the South Island

Quarantine-free travel from the South Island of New Zealand will begin at 11:59pm (AEST) on Tuesday 19 October 2021. You must:

  • have a negative PCR pre-departure test result, administered no more than 72 hours before the departure flight time
  • carry evidence of being fully vaccinated against COVID-19 (if you are eligible for a vaccine)
  • not have been in the North Island of New Zealand in the 14 days before travel
  • not have been at a location of interest in New Zealand in the 14 days before travel
  • declare before your travel that you have met these requirements.

Make sure you check the requirements for being fully vaccinated, and what evidence you need to carry.

If you wish to travel quarantine-free to Australia, you must meet these requirements. Check with your airline about available flights. Your options for travel from New Zealand may be limited as airlines may not have many flights available. We recommend you contact your airline to confirm your booking.

The state or territory you arrive in may have extra measures to protect everyone from COVID-19. Check what you need to do before you travel.

New South Wales (NSW) The State’s rapid rate of second dose vaccinations means that next Monday, 18 October is firming as the day that the Reopening NSW Roadmap’s 80 per cent settings will come into effect for those who are fully vaccinated. Yesterday the new Premier of NSW Dominic Perrottet has announced the abolition of quarantine for international travellers from next month. Starting November 1, NSW will open its borders to the fully vaccinated in a bid to expedite the return of Australians stranded overseas and revitalise the tourism industry.

Unfortunately, Southern Tasmania will be in lockdown from 6pm Friday 15 October for three days.

Southern Tasmania will be in lockdown from 6 pm Friday 15 October for three days.

There are 12 LGA's - Brighton, Central Highlands, Clarence, Derwent Valley, Glamorgan-Spring Bay, Glenorchy, Hobart, Huon Valley, Kingborough, Sorell, Southern Midlands, Tasman.

During this lockdown period, it is important to know what you can or can’t do. More information is available to help you understand, as well as how these lockdown measures affect you.

You must stay at home unless you are:

  • Shopping for urgent household supplies within 5 km of home — only one person from a household at any one time.
  • Attending medical or health care appointments, including COVID-19 testing or vaccinations, or donating blood or plasma.
  • A permitted worker  — a person working for a provider or business that is permitted to operate, and who cannot work from home.
  • Going to school  — if the child of a permitted worker, or if unable to learn at home, or going to child care.
  • Exercising once per day outdoors within 5 km of home for up to two hours — alone or with your household or with one other person for safety reasons.

Great News!

Prime Minister Scott Morrison announced (01.10.21) that the international border will reopen in November for states that have reached 80 per cent vaccination rates, starting with New South Wales. Fully vaccinated Australians and permanent residents arriving in NSW will be able to home quarantine for a week, instead of paying thousands to quarantine at a hotel for a fortnight, pending the success of the state's home quarantine trial. This will then be rolled out to other states, all going well. I hope all states will follow the national plan but at the moment it looks like we may be able to fly internationally but not to all states...

Well, what a month September has been! Lockdowns, border restrictions, lockdowns opened in some areas but not others, protests on lockdowns, spreaders in those protests, roadmaps for several states out of lockdown but not for others, Qantas adjusting flights in November for domestic travel & December for International travel, some states not making comments on that which could mean no interstate travel before international travel, & then throw in climate change targets which seems to split the Federal Government ...

Outcomes: Federal roadmap for vaccinated people but will it be used in all states? Doesn't look like it so far? NSW has a roadmap for vaccinated people as well as un-vaccinated which should start to kick in in roughly two weeks, while Victoria is behind in its vaccination rollout and will not follow NSW lead in its roadmap stating un-vaccinated people must be vaccinated. Western Australia is going it alone and doesn't think it will open its state borders until next year...

This is on top of an unfortunate record for Victoria - Melbourne has become the city to endure the longest lockdown in the world since the start of the pandemic! As of today 28.09.21, Melbourne has endured 240 days of lockdown! ( this will continue as Melbourne is not scheduled to come out of the current lockdown until October 26 2021 once the fully vaccinated target of 70% of the population is reached. This is also just the scheduled date...)

We have to follow Government rules & I only hope that each state works together & does the Federal Government.

"Victoria’s Chief Health Officer has declared that at 11.59pm on Tuesday 28 September there will be a modest easing to restrictions in metropolitan Melbourne and regional Victoria, in line with the Roadmap.

In regional Victoria, outdoor settings for restaurants and cafes will have their outdoor venue cap increase from 20 to 30 people. Masks may be removed if the service requires it in hair and beauty salons, so facials and beard trimmings can recommence.

Residents of metropolitan Melbourne and regional areas in lockdown will be able to undertake ‘contactless’ recreation at outdoor facilities, such as boating, tennis or golf.

The 10km radius will also expand to 15km – so exercise and shopping can take place up to 15km from your home.

Personal training will be able to take place with five fully vaccinated people outside plus a fully vaccinated trainer. The additional restrictions on playgrounds will be lifted – normal public gathering limits apply, and masks can be removed to eat and drink at the playground.

Separately, the Chief Health Officer has advised that the City of Greater Geelong and Surf Coast Shire can exit lockdown at 11:59pm tonight, 26 September – with public health teams confident that caseloads, which are largely contained to existing contacts, can be well managed by the local public health unit."

The Qantas Group has updated its flying schedule in response to the reopening plans and latest border assumptions in Victoria, New South Wales and Western Australia.

The key domestic changes are:

  • Bringing forward the reopening date for travel between Victoria and New South Wales from 1 December to 5 November 2021, based on Victoria’s reopening plan.
  • Significantly increasing regional flying within New South Wales from 25 October 2021, in line with the State Government’s roadmap, to around 40 per cent of pre-COVID levels.
  • Delaying the restart of domestic flying between Western Australia and Victoria / New South Wales by two months to 1 February 2022, based on border assumptions.

Qantas will continue to operate five return flights a week between Perth and both Sydney and Melbourne to maintain minimum connections for those with permits to travel.

Victorian Premier Daniel Andrews today released the roadmap for Victoria & at the same time announced a seven-day lockdown for several LGA's...The lockdown should end on 28 October based on projected figures of vaccination reaching 80% of the population in Victoria. The Victorian Government, based on public health advice from the Chief Health Officer, has announced that at 11:59pm 19 September:

  • The local government areas of City of Greater Geelong, Surf Coast Shire and Mitchell Shire  will enter lockdown.
  • This means there are only 6 reasons to leave home, a 10km travel limit and other restrictions.
  • A curfew does not apply to these local government areas

Restrictions in local government areas of concern will start to align with other lockdown areas, as vaccination rates continue to rise in Sydney’s West and South-West. 

From 12.01am Monday, 20 September, the following restrictions will ease for those who live in LGAs of concern:

  • No limit on the duration of outdoor exercise and recreation (previously a two-hour limit);
  • Outdoor gatherings of up to five fully vaccinated people (not including children aged 12 and under) will be allowed in a person’s LGA or within 5km of home (previously only fully vaccinated household members could gather outdoors, or up to two fully vaccinated people from different households);
  • Shopping, exercise and outdoor recreation can be done 5km from home or within your LGA (previously only 5km from home);
  • Attend a small wedding (maximum 11 people) in Greater Sydney as a guest (previously only allowed in their LGA); and
  • A person’s single’s bubble buddy can live in Greater Sydney (previously must have resided within 5km of a person’s home). A person from a LGA of concern can also now be a buddy for someone in Greater Sydney.

Nearly all restrictions in the LGAs of concern are now aligned with other lockdown areas, with the main differences being authorised worker conditions and travel permit requirements which remain in place in the LGAs of concern. 

From 12.01am Monday, 27 September outdoor pools across NSW will be able to open, provided councils have a stringent COVID safety plan approved by NSW Health. Natural pools are already permitted to be open.

The start of a new week & COVOD numbers have jumped in Victoria, numbers remain steady in NSW & seem to be declining in ACT. The vaccination rate in NSW & Victoria is rolling along well but slightly down on average around Australia. The has been deliveries of Pjhizer vaccine from Singapore & the UK on swap deals so the current states in lockdown should receive more for an added boost to their numbers of vaccine available. Most states & territories list NSW, VIC & the ACT as hotspots and have banned travel unless on an exemption.

The Federal Government is relying on the vaccination level of 70% & then 80% of the population which will allow all states to open without lockdown restrictions. Lets hope all states follow & use the same rules.

Police will be establishing interception points to control travel in and out of these regions.

NSW keeps updating its Local Government Areas (LGA's) almost every day with new restrictions and different steps for lockdown. This can be very confusing, unfortunately. If you live in NSW & are unsure please check the NSW Govt Site. The Premier of NSW has said that if the number of people vaccinated reaches a certain level the restrictions could change on 31 August. This number & the restrictions are not fixed so let's keep our fingers crossed.

VIC has just been extended for another week... Too many cases in the community which are un-identified. The good news is they have a clear break from the Melbourne Metro area to Regional Victoria which makes it easier ( but again not necessarily fair).

QLD has dropped restrictions in the Cairn's area which is great news as the economy is struggling with no travellers.

Sad news for Queensland. As the South-East area came out of lockdown yesterday, a three-day lockdown started in the Far - North Queensland area of Cairns. 

The Cairns area has a venerable community & limited hospital space if a large outbreak was to occur so with one case recorded they are acting fast. Hopefully, no more cases are recorded. Also, the dive industry is aligned with the tourism industry in this area & such a lockdown no matter how small or long will have devastating effects economically & mentally, on everyone.

  4. Healthcare, including to get a COVID-19 test or vaccination, or to provide help, care or support to a vulnerable person, or for an end-of-life visit to a hospital or aged care facility.

Restrictions on aged care, disability accommodation, hospital and corrective services visitors are in place for these areas. All shared parenting, child contact and sibling contact arrangements can occur (not just court determined).

Gatherings
  • 2 visitors allowed to your home (excluding those who live there). No visitors to those in home quarantine.
  • Weddings and funerals can take place where they are ordinarily held, maximum 20 people on site including those officiating.
Businesses

All restricted businesses and activities in the locked down areas must close during the lockdown period unless an exception applies.

  • Schools and childcare: can only open for children of essential workers and vulnerable children.
  • Universities and TAFEs: online learning only.

The following businesses may not open:

  • Non-essential businesses
  • Restaurants and cafés – takeaway or home delivery service only
  • Cinemas, entertainment and recreation venues, hairdressers, beauty and personal care services, gyms and places of worship.
Masks

A mask covering the nose and mouth must be worn at all times:

  • Outdoors: (including public transport or rideshare) unless: alone or with members of your household; eating or drinking; doing strenuous exercise or it is unsafe.
  • Indoors: (including workplaces, even where physical distancing is possible) unless: working alone in a closed office; you are at your residence and there is no one else there except people you live with; eating or drinking or it is unsafe.
  • Schools: If permitted to be at school masks must be worn by teachers and staff (all schools), plus students in high school.
Travel

Quarantine-free travel from Australia has been suspended. If you're currently in Australia (except for in NSW) and you usually live in New Zealand, you have until 11:59pm (NZT) Friday 30 July to return home.

If you return before 11:59pm (NZT) 30 July, you will not need to go into managed isolation (MIQ) when you arrive in New Zealand. 

After 30 July, eligible travellers in Australia will need to book red flights, however this may not happen immediately. These travellers will also have to book a space in MIQ.

The situation of community transmission is worsening with cases increasing in VIC, NSW remains high & now cases starting to appear in SA. VIC has extended its lockdown for another seven days from last night with the end scheduled for Tuesday, 27 July at 11.59pm. NSW is continuing with its scheduled lockdown until 30 July but for it to come out it has to bring its numbers down. SA has entered into a lockdown as of 18.00pm 20 July 2021 as numbers of community transmissions are increasing. This shall be for seven days at the moment.

Overall Australia needs to increase its vaccination rates as currently of about 10% of the population are fully vaccinated. Without this states will continue to go into lockdown.

  • Quarantine-free travel from South Australia to New Zealand is paused. The Government will review the pause on Tuesday 27 July.

  • If you have been outside New South Wales (NSW) and Victoria for 14 days or more and you meet all other criteria, you can travel to New Zealand from elsewhere on a quarantine-free flight.

NSW has just extended its lockdown for another two weeks with community COVID-19 cases fluctuating from 80 to 100 per day. Unfortunately, some infected cases have travelled outside of NSW and infected parts of the state of Victoria. As of today there are growing cases linked to the NSW outbreak. Hopefully, numbers will be low as Victoria can not sustain another lockdown no matter how long or short.

We are constantly reviewing the health advice and will continue to update the community if any changes are required.

In these areas, online learning for students will also continue for an additional two weeks.

 The Australian Federal Government announced a four-phase or step plan. Although this gives direction it, unfortunately, does not give any time frames or vaccination numbers to be reached for the next phase to start.

National Plan to transition Australia's National COVID Response

National Cabinet agreed to formulate a National Plan to transition Australia's National COVID Response from its current pre vaccination settings, focussing on continued suppression of community transmission, to post vaccination settings focussed on prevention of serious illness, hospitalisation and fatality, and the public health management of other infectious diseases.

National Cabinet agreed in-principle that the plan consists of the following phases, each triggered by the achievement of vaccination thresholds expressed as a percentage of the eligible population (16+), based on the scientific modelling currently being conducted for the COVID-19 Risk Analysis and Response Task Force.


A. CURRENT PHASE - VACCINATE, PREPARE AND PILOT

Continue to suppress the virus for the purpose of minimising community transmission. Measures include:

  • Implement the national vaccination plan to offer every Australian an opportunity to be vaccinated with the necessary doses of the relevant vaccine as soon as possible;
  • Temporarily reduce commercial inbound passenger arrivals to all major ports by 50 per cent from current caps by 14 July to reduce the pressure on quarantine facilities, due to the increased risks of the Delta strain of the virus;
  • Lockdowns to be used only as a last resort;
  • Commonwealth to facilitate increased commercial flights to increase international repatriations to Darwin for quarantine at the National Resilience Facility at Howard Springs;
  • Commonwealth to extend additional support through the International Freight Assistance Mechanism to ensure maintenance of essential freight supply lines impacted by the reduction of commercial caps at international airports;
  • Trial and pilot the introduction of alternative quarantine options, including home quarantine for returning vaccinated travellers;
  • Expand commercial trials for limited entry of student and economic visa holders;
  • Recognise and adopt the existing digital Medicare Vaccination Certificate (automatically generated for every vaccination registered on AIR);
  • Establish digital vaccination authentication at international borders;
  • Prepare the vaccine booster programme; and
  • Undertake a further review of the national hotel quarantine network.
B. POST VACCINATION PHASE

Seek to minimise serious illness, hospitalisation and fatality as a result of COVID-19. Measures may include:

  • Ease restrictions on vaccinated residents - such as lockdowns and border controls;
  • Lockdowns only in extreme circumstances to prevent escalating hospitalisation and fatality;
  • Restore inbound passengers caps at previous levels for unvaccinated returning travellers and larger caps for vaccinated returning travellers;
  • Allow capped entry of student and economic visa holders subject to quarantine arrangements and availability;
  • Introduce new reduced quarantine arrangements for vaccinated residents; and
  • Prepare/implement the vaccine booster programme (depending on timing).
C. CONSOLIDATION PHASE

Manage COVID-19 consistent with public health management of other infectious diseases. Measures may include:

  • No lockdowns;
  • Continue vaccine booster programme;
  • Exempt vaccinated residents from all domestic restrictions;
  • Abolish caps on returning vaccinated travellers;
  • Allow increased capped entry of student, economic, and humanitarian visa holders;
  • Lift all restrictions on outbound travel for vaccinated persons; and
  • Extend travel bubble for unrestricted travel to new candidate countries (Singapore, Pacific).
D. FINAL PHASE

Manage COVID-19 consistent with public health management of other infectious diseases. Measures may include:

  • Allow uncapped inbound arrivals for all vaccinated persons, without quarantine; and
  • Allow uncapped arrivals of non-vaccinated travellers subject to pre-flight and on arrival testing.

National Cabinet agreed that the COVID-19 Risk Analysis and Response Task Force be tasked to make recommendations on finalising the plan, including recommended vaccination targets for each phase of the plan based on the modelling.

Phases will continue to maintain simple risk mitigation and prevention measures such as hygiene, tracing and testing.

Taking a holiday is not a reasonable excuse.

FACE MASKS

The requirement to wear a face mask in all indoor areas of non-residential premises that was recently applied in Greater Sydney has been extended to all of NSW. 

As well as wearing a face mask in all indoor areas, you must also wear a face mask

  • at certain outdoor gatherings
  • if you are on public transport
  • in a major recreation facility such as a stadium or
  • if you are working in a hospitality venue.

NORTHERN TERRITORY -

NEW - COVID-19: Lockdown restrictions in place

From 1pm on 27 June 2021 residents from Darwin, Palmerston and the rural areas must stay at home for a 48 hour lockdown period.

People are only permitted to leave home for the following five reasons. Masks must be worn at all times when leaving  home:

  1. To receive health care or attend medical appointments. Including to get the COVID-19 vaccine
  2. To undertake shopping and get necessary goods and services. Supermarkets will stay open, so there is no need to stock up on groceries.
  3. To exercise for up to one hour a day within 5km of your home and only with members of your household or one other person.
  4. To undertake essential work. If you can work from home – you must work from home.
  5. In case of an emergency or if there is family violence or to provide essential care to a loved one or dependent.

Effective 12pm, Sunday 27 June, restrictions will be introduced for Perth and Peel for a minimum 3 days.

This follows a community case of COVID-19 being detected overnight in WA, relating to NSW travel.

  • If you have any symptoms, no matter how mild you must get tested for COVID-19.

Victoria -  VICTORIAN COVID-19 RESTRICTIONS HAVE TIGHTENED IN MELBOURNE

The stricter rules came into effect at 6:00pm Tuesday 25.05.21 and will stay in place until at least June 4. 

Under the new rules, there can only be five visitors per day to a household.

A fitted face mask must be worn in all indoor settings, with some limited exemptions. This rule applies to all adults and all children aged 12 and over. It includes workplaces, shopping centres, public transport and basically anywhere else with a roof.

For private gatherings outside of the household, like a picnic or barbecue, the limit is a total of 30 people.

Western Australia

The lockdown of the Perth and Peel region will end at midnight tonight 26.04.21, after Western Australia recorded no new community spread of coronavirus cases in the past 24 hours.

But Premier Mark McGowan said while people were free to leave their homes and return to work and schools would be open as usual, some interim restrictions would remain for the next four days, including the mandatory wearing of face masks in public.

Masks will not be mandatory for primary school students, but secondary school students will need to wear them.

Staff at primary and secondary schools will need to wear masks.

The travel bubble from New Zealand is confirmed with the start date set for 19 April 2021. This means Australians can fly into NZ without quarantine.

Travelling from Australia to New Zealand

From 19 April 2021, people who have been in either Australia or New Zealand for 14 days or more can travel quarantine-free to New Zealand. This includes people who have spent all 14 days in Australia, or people who have travelled from New Zealand to Australia and are returning within 14 days.

To travel quarantine-free you must meet the New Zealand Government’s health pre-conditions and all other normal entry requirements, like customs, immigration and biosecurity, apply.

Be aware that quarantine-free travel could be paused or suspended at any time, so stay up to date. Australian citizens and permanent residents who have been in Australia for 14 days before departure can travel to New Zealand without applying for an outwards travel exemption.

Note: This only applies when New Zealand is the destination of travel. If you are transiting through New Zealand to another destination, you must apply for an outward travel exemption.


Other International Destinations:

No date set yet to resume international flights departing Australia as yet. Qantas is speculating the end of October but this may be on hold due to the vaccination rollout being stalled.

Queensland - From 12.00pmAEST 01 April 2021 the three-day lock-down was lifted from the Brisbane area. Everyone in Queensland is required to carry a mask, wear it indoors & outdoors ( if social distancing is not possible). Other restrictions apply, see the link to the Queensland Govt site.

Saturday the 17 October saw the start of the Travel Bubble with New Zealand. It seems it has hit a few issues as some travelers have entered the State of Victoria which originally was not part of the travel bubble. The Victorian government was not happy & seems everyone is blaming the other. Let's see how that pans out.

Victoria announced the lifting of several restrictions from midnight tonight the 18 October. Some businesses will be happy others ( cafes & restaurants ) not so happy with more restrictions being lifted on the 2 November.

Many other states have or are looking at lifting restrictions on their borders some as Victoria starts to become less or not a COVID Hotspot.

Restrictions for metropolitan Melbourne
Metropolitan Melbourne consists of the following Local Government Areas (LGAs):

Banyule, Bayside, Boroondara, Brimbank, Cardinia, Casey, Darebin, Frankston, Glen Eira, Greater Dandenong, Hobsons Bay, Hume, Kingston, Knox, Manningham, Maribyrnong, Maroondah, Melbourne, Melton, Monash, Moonee Valley, Moreland, Mornington Peninsula, Nillumbik, Port Phillip, Stonnington, Whitehorse, Whittlesea, Wyndham (except Little River), Yarra, Yarra Ranges.

If outside these areas, refer to the regional Victoria information.

From 11:59 pm on Thursday, 24 June 2021, if you live in metropolitan Melbourne: 
  • There are no restrictions on the reasons to leave home but staying COVIDSafe remains important.
  • There are no limits on the distance you can travel, and you can travel to regional Victoria.
  • You can travel to Victoria’s Alpine Resorts. It is recommended that all visitors have a COVID-19 test within 72 hours of departing Melbourne and receive a negative test (children under 12 years not included) before arriving in the Alpine region.
  • You can have up to 15 people visit your home per day (cap includes dependants other than infants under 12 months).
  • Patients at hospitals and care facilities can have two visitors at a time and up to five visitors per day. End of life patients can have two visitors at a time and there is no total limit per day.
  • Face masks are mandatory indoors, except at your home or if a lawful exception applies.
  • Face masks are recommended outdoors where you cannot maintain 1.5 metres from others.
  • If you have any symptoms, no matter how mild, you should get tested for COVID-19.
  • Check-in everywhere you visit using the Service Victoria QR code app, no matter how long you spend at that location.

Social gatherings 

  • Up to 15 people can visit your home per day (cap includes dependants other than infants under 12 months).
  • You can see friends and family outdoors in a public place in a group of up to 50 people. A public place is an area accessible by members of the public like a park or the beach. It does not include your backyard at home.

Work and education

  • You aren’t required to work or study from home.
  • Schools and universities remain open.
  • Workplaces like offices can increase to 75% capacity or 30 people, whichever is greater.

Religion and ceremony

  • Religious gatherings and ceremonies are allowed with a maximum of 300 people per venue (indoors and outdoors) with density limits.
  • You can have a wedding at a venue with up to 300 people subject to the density limit of the venue. This limit includes the couple and two witnesses. The celebrant and a photographer are in addition to the cap. Dancefloors remain closed. If a wedding is held at a private residence, private gathering restrictions apply.
  • Funerals are allowed with up to 300 people. This limit doesn’t include infants under 12 months of age, or the people required to conduct the funeral. If a funeral is held at a private residence, private gathering restrictions apply. 
  • There are no restrictions on those travelling from metropolitan Melbourne to regional Victoria for weddings and funerals.

Sport and recreation 

  • Community sport can continue for all ages, including training and competition. Spectators are allowed. Density limits apply.
  • Indoor physical recreation can continue, with maximum capacity of 300 people per indoor space and 1000 people per outdoor space. Density limits apply. Group sizes are limited to 50 per session indoors and outdoors, plus the trainers.
  • For activities other than community sport (like exercise classes in the park) you can exercise outdoors with up to 50 people, plus the trainer.

Retail and hospitality 

  • Shops are open with density limits. 
  • Beauty and personal care services are open with density limits. Workers must wear a face mask, but customers can remove their face mask for the service.
  • Restaurants and cafes are open for seated service and density limits apply. No limits on group bookings and a venue cap of 300 persons. Density limits and venue caps vary for smaller venues.

Entertainment

  • Community facilities including libraries can open with density limits and cap of 300 per venue (indoors and outdoors). No limits on group sizes.
  • Bars, karaoke facilities and nightclubs are open with seated service only, density limits apply and venue cap of 300 people. Dancefloors remain closed.
  • Entertainment venues such as cinemas can have 75% seated capacity and up to 300 people per indoor space. Density limits apply to indoor non-seated areas and a cap of 300 people per indoor space.
  • Outdoor seated spaces at entertainment venues can have 75% seated capacity and up to 1000 people per outdoor space. Density limits apply to outdoor non-seated areas. 
  • No limits on group bookings.

  • If you have any symptoms, no matter how mild, you should get tested for COVID-19.

VICTORIA: 27.05.21 Update

New circuit breaker restrictions for Victoria will be in place from 11:59 pm Thursday 27 May to 11:59 pm Thursday 3 June 2021.

New changes have been introduced to slow the spread of COVID-19 by reducing the number of people leaving their homes and moving around Victoria.

This means that you cannot leave your home unless you are doing it for one of the five following reasons: 

  • shopping for necessary goods and services
  • care and caregiving 
  • exercise 
  • authorised work and permitted study
  • to get a COVID-19 vaccination.

Victorians may also leave home to visit their intimate partner, their single social bubble buddy, or in an emergency – including those at risk of family violence. 

As of 11:59 pm Thursday 27 May, you will be required to remain wherever you stay that night. There will be exemptions for some situations, including authorised work, medical care and compassionate reasons.

You must stay within 5km of your home for shopping and exercise. This limit does not apply to authorised work, when giving or receiving care, getting a COVID-19 vaccination or visiting an intimate partner or your single social bubble buddy.  

Face masks must be worn indoors and outdoors whenever you leave your home.

Face masks do not need to be worn indoors or outdoors if you are working alone. 

You can leave your home in an emergency or if there is family violence.

These actions will protect our loved ones, friends, colleagues, health care workers and the community.

Queensland travel permit zone update

The Chief Health Officer has declared that Greater Brisbane (City of Brisbane, City of Ipswich, Logan City, Moreton Bay Region, Redlands City) will be designated a red zone under Victoria’s travel permit system at 6:00pm Victorian time yesterday 29 March 2021.

Victorian residents in a red zone can apply for a ‘red zone’ permit to return home. From the day you enter Victoria, you must return straight home and self-quarantine for 14 days. You must get a coronavirus test within 72 hours of arriving, and again on Day 13 of self-quarantine.

This excludes people who have attended a high-risk exposure site (listed on website links below), who cannot apply for a ‘red zone’ permit and must instead apply for an exemption. Exemptions are limited and will only be granted in special cases.

The Chief Health Officer has also declared the Gladstone Region in Queensland as an orange zone under the travel permit system.

People entering Victoria from an orange zone (excluding people who have only passed through an orange zone during transit to the airport) must apply for an orange zone permit. 

You cannot obtain an orange zone permit if you have COVID-19 symptoms. On arrival in Victoria, orange zone permit holders must immediately self-isolate, get a coronavirus test within 72 hours of arriving, and stay isolated until a negative result is received. 

The rest of Queensland is a green zone. 

You cannot enter Victoria without a green zone or orange zone permit unless you have an exemption, Specified Worker Permit, Freight Worker Permit, or an exception applies. You cannot apply for a permit if you have COVID-19 symptoms, nor if you have visited a red zone.

COVIDSafe Settings– restrictions apply from 11:59pm Friday 26 February 2021

Victoria returns to COVIDSafe from 11:59pm on Friday 26 February 2021.

These restrictions are designed to balance getting Victorians back to doing the things they love while also putting in place measures to protect all that Victorians have worked so hard for.

Face masks

  • You must carry a face mask with you when you leave home, unless you have a lawful reason not to wear a mask.
  • Face masks must be worn:
    • on public transport, in commercial passenger vehicles such as taxis and ride share vehicles, and in tour vehicles
    • indoors at markets and market stalls, shopping centres, and retail facilities with 2000 or more square metres of indoor space
    • by visitors to a hospital
    • by visitors to a care facility
    • on flights to and from Victoria
    • indoors at airports
    • if you are diagnosed with COVID-19, or a close contact of someone diagnosed with COVID-19, at all times while away from your home or accommodation for a permitted reason, such as medical care or to get tested
    • while awaiting the results of a COVID-19 test when leaving your home or accommodation for a permitted reason, such as medical care (except as part of a surveillance or other asymptomatic testing program)
    • while experiencing any symptoms of COVID-19.
  • It is strongly recommended you wear a face mask when at a private gathering or when you cannot maintain 1.5 metres distance from other people, including outdoors.

Social gatherings

  • You can have up to 30 visitors to your home per day. The visitor cap includes dependants but not infants under 12 months old. There is no limit on the number of households those people can come from. It is strongly recommended you host visitors in outdoor spaces wherever possible.
  • Up to 100 people can meet outdoors in a public place. The cap includes dependants but not infants under 12 months old. There is no limit on the number of households those people can come from.

Travel

  • TRAVELLERS TO VICTORIA FROM OTHER AUSTRALIAN STATES OR TERRITORIES OR FROM NEW ZEALAND MUST ALSO NOW APPLY FOR A VICTORIAN TRAVEL PERMIT.

Work, study and volunteering

  • Office-based workplaces will be able to increase the return to onsite work with up to 75 per cent of workers onsite.
  • Workplaces with 40 or more workers can have 75 per cent of workers on site at any one time.
  • Workplaces with fewer than 40 workers can have up to 30 workers on site at any one time.

Hospitals and care facilities

  • There are no limits on the number, duration or purpose of visits to hospitals or care facilities, except for excluded persons. Individual facilities may impose their own limits on visitation.
  • Face masks must be worn by visitors to hospitals and by visitors and staff while indoors at care facilities.

Entertainment and culture

  • Fixed-seated venues, such as theatres, cinemas or arenas, can open for up to 75 per cent capacity of the total venue with a maximum of 1000 patrons in each space. Density quotients apply to non-seated areas.
  • Indoor non-seated venues can open for up to 50 per cent of capacity, with a maximum of 1000 patrons in each space. Density quotients also apply to non-seated areas.
  • Outdoor entertainment venues can operate subject to density caps. Seated spaces in these venues are limited to the lesser of 75 per cent of seated capacity or 1000 patrons. No more than 1000 patrons are permitted in any indoor spaces.
  • Venues exceeding the cap of 1000 persons per space must operate under the Public Events Framework.

Sport and exercise

  • Indoor physical recreation and community sports facilities can operate subject to density caps. Seated areas are limited to 75 per cent of their seating capacity up to a maximum of 1000 patrons per space.
  • Venues exceeding the cap of 1000 persons per space must operate under the Public Events Framework

Accommodation

  • Private gatherings at accommodation are capped at the booking household (and the intimate partners of anyone in the booking household) plus up to 30 people from any number of households. Infants 12 months and under are excluded from booking and private gathering limits.
  • There are no restrictions on different bookings sharing rooms (for example, at a hostel).

Religion and ceremony

  • Weddings, funerals and religious gatherings can occur in commercial venues.
  • The density and capacity limits will depend on the type of venue.
  • If conducted in a private home, the private gathering limit applies (30 visitors, the celebrant and a photographer are not counted).

Record keeping

  • Record keeping continues to be an important tool for helping Victoria stay safe and stay open. Businesses that are required to record the details of visitors should use electronic record keeping or QR codes. The Victorian Government has a free QR code service.

COVIDSafe Summer – restrictions apply from 11:59pm 17 February 2021

From 11:59pm 17 February 2021 Victoria returns to COVIDSafe Summer restrictions – with some revised conditions.

These restrictions are designed to balance allowing Victorians to get back to doing the things they love while also putting in place measures to protect all that Victorians have worked so hard for.

This means that:

  • There are no restrictions on reasons to leave home.
  • You must carry a face mask with you when you leave home.
  • Face masks continue to be mandatory indoors (other than residential homes). This includes workplaces.
  • Face masks are also mandatory outdoors when you can’t keep 1.5 metres distance from other people (except with people from your own home).
  • You can have up to 5 visitors to your home per day. There is no limit on the number of households those people come from.
  • Up to 20 people can meet outdoors in a public place. There is no limit on the number of households those people come from.
  • No limits on travel to regional Victoria.
  • No limits on interstate travel (but you need to check the visiting state’s entry conditions).
  • Schools and education providers are open.
  • Workers able to return onsite if required. Return to work for up to 50 per cent of office-based workers.
  • There are still limits on visiting and accessing hospitals and care facilities, but some of the earlier restrictions have been eased.
  • Large indoor venues, such as the NGV and Princess Theatre, can open for up to 50 per cent capacity of the total venue with a maximum of 300 patrons in each space. Density caps apply to non-seated areas.
  • Indoor seated entertainment venues also have limits of 50 per cent of seating capacity and up to 300 patrons per space.
  • Outdoor entertainment venues have limits of 75 per cent capacity and up to 1000 patrons. Density caps apply to non-seated areas.
  • Hospitality and retail venues can re-open. This includes personal services like beauty and hairdressing.
  • Gyms can re-open, along with community facilities and community sport.
  • Accommodation providers can also re-open, in line with private gathering requirements. That means a booking can be made by a household, or by five friends.
  • Weddings, funerals and religious gatherings can occur with no limits on guests or attendees in commercial venues. To ensure people can keep 1.5 metres distance, the venue must apply the two square metre rule. If conducted in a private home, the private gathering limit applies (5 visitors, the celebrant and a photographer are not counted).
  • Record keeping continues to be an important tool for helping Victoria stay safe and stay open. Businesses that are required to record the details of visitors should use electronic record keeping or QR codes. The Victorian Government has a free QR code service.

Staying COVIDSafe

Everyone wants to get back to normal but we also need to stay safe. We are asking Victorians to stay safe by getting tested and practicing COVIDSafe behaviours. This is especially important as we see friends and family, celebrate together, travel together and move around Victoria and Australia. Coronavirus is still present in Australia and we must all be vigilant and play our part to reduce the spread

From 5:59pm on 11 January 2021, you will need to apply for a permit to enter Victoria from anywhere in Australia. Apply for a permit at the Service Victoria website.

The permit system is based on a traffic light system which allows for areas across Australia to be designated as green, orange or red according to their risk. Find more information about red, orange and green permit zones here.

The permit system is for both travellers to Victoria and residents of Victoria returning home from interstate travel.

Greater Sydney update
  • Victoria’s Chief Health Officer has now declared that only 10 Local Government Areas (LGAs) in Greater Sydney will remain in the red zone.
  • These are Blacktown City, Burwood, Canada Bay City, Canterbury-Bankstown, Cumberland, Fairfield City, Inner West, Liverpool City, Parramatta City and Strathfield Municipality.
  • If you have been in one of these 10 LGAs in the last 14 days (other than for transit) you cannot travel to Victoria without an exemption, exception or Specified Worker Permit.
  • From 6pm on Monday 18 January, travellers from all other areas of Greater Sydney, Blue Mountains and Wollongong, can apply for an orange zone permit and enter Victoria, as long as you have not been in any other currently listed red zone in the past 14 days and agree to the conditions of an orange zone permit – self-quarantine, get a coronavirus (COVID-19) test within 72 hours and remain in self-quarantine until you receive a negative result.
  • Exemption applications will no longer be required if you have been in Greater Sydney, Blue Mountains and Wollongong in the 14 days prior to 6pm Monday 18 January – excluding the 10 red zone LGAs in Greater Sydney.
  • If eligible, you can apply for an orange zone permit on the Victorian Travel Permit System page.
  • However you may still request an exemption based on your specific and general circumstances, if you have been in a current red zone in the last 14 days other than for direct and short term transit purposes or if you do not meet the relevant requirements of the orange zone permit.
New South Wales border towns
  • Victoria’s Chief Health Officer has now declared all Local Government Areas (LGAs) in New South Wale’s border bubble to be green zones.
  • From 6pm on Monday 18 January anyone who has been in Albury City, Balranald Shire, Bega Valley Shire, Berrigan Shire, City of Broken Hill, Edward River Council, Federation Council, Greater Hume Shire, Hay Shire, Lockhart Shire, Murray River Council, Murrumbidgee Council, Snowy Monaro Regional Council, Snowy Valleys Council, City of Wagga Wagga, Wentworth Shire for the last 14 days will not be required to self-quarantine, get tested within 72 hours of arrival and remain in self-quarantine until they receive a negative result.
  • Cross border community residents are not required to obtain a green zone travel permit as long as they provide a valid form of ID with their address – like a driver licence.
  • However, if you have been in a current orange zone in the last 14 days – such as the Greater Sydney area excluding the 10 red zone LGAs, you must apply for an orange zone permit and agree to the conditions including the requirement to self-quarantine, get tested within 72 hours of arrival and remain in self-quarantine until you receive a negative test result. 
  • If you have been to a current red zone area in the last 14 days you cannot travel to Victoria without an exemption, exception or Specified Worker permit.
Permit system update

Anyone who has arrived into Victoria from 30 December 2020 must get tested and quarantine at home until they receive a negative result. They should call the Coronavirus Hotline on 1800675398 immediately.

A permit system has been established for all domestic travel into Victoria.

Update on face masks

From 11.59pm on Sunday 17 January 2021, face masks will no longer be mandatory in all public indoor settings.

These requirements are in line with settings that were in place at Christmas time.

Face masks continue to be mandatory in the following locations:

  • on public transport
  • when riding in a ride share or taxi
  • inside supermarkets
  • in large retail stores (over 2000 sqm), such as department stores, electronics stores, furniture stores or hardware stores
  • inside shopping centres, including the retail stores inside shopping centres, such as clothing stores 
  • inside indoor markets 
  • on domestic flights to and from Victoria
  • at airports
  • in hospitals.

You must always carry a face mask with you when you leave home unless you have a lawful reason not to.

It is strongly recommended you wear one whenever you cannot keep 1.5 metres distance from others.

Update on office workers

From Monday 18 January 2021 more office workers will be able to make a partial return to the office.

In line with previous announcements, up to 50 per cent of office workers who are not in the public service will be able to return to on-site work as well as up to 25 per cent of public service workers.

Offices with fewer than 40 staff can have 20 staff on-site subject to density quotients.

Additionally, from Monday 18 January 2021 face masks will no longer be required to be worn in offices.

It is strongly recommended you wear one whenever you cannot keep 1.5 metres distance from others.


VICTORIA: 22.12.20 Update

WHAT IS CHANGING?  
  • From 11:59pm Sunday 20 December the Victorian Border Crossing Permit is changing to restrict travel from a number of areas in New South Wales.  
  • The permit or restrictions on travel that apply to you are determined by where you live, have travelled through or visited in the last 14 days.  
  • Northern Beaches – do not travel to Victoria.  
  • Greater Sydney or Central Coast, known as “red zone” – Victorians can return to Victoria from this area until 11:59pm on 21 December. People who are not Victorian who have visited this area or live here are no longer able to enter Victoria. If you are returning to Victoria you must get tested within 24 hours of entering Victoria and quarantine at home for 14 days. 
  • Regional New South Wales – you can travel with a permit. 
  • Victorians who are in, or have been in or travelled through since 11 December 2020,  Greater Sydney (not including those in the Northern Beaches) or the Central Coast, will be given until 11:59pm Monday 21 December to return home to Victoria.  You will require a border permit to enter Victoria and must get tested within 24 hours of returning to Victoria and self-quarantine at home or another suitable premises for 14 days from the last time you were in Greater Sydney or the Central Coast. Random spot-checks will be undertaken. 
  • Victorians should not travel to Sydney. Without mandatory face covering rules and stay at home restrictions, the Victorian Government and our health authorities do not have confidence that the situation remains safe. 
  • The current outbreak in the Northern Beaches area of New South Wales has, in all likelihood come from New South Wales hotel quarantine. There are currently missing links in the chains of transmission and case numbers continue to grow. 
  • The Victorian Government is working with the ACT Government to determine requirements for ACT residents to travel through NSW to enter Victoria.  

Victoria Police will establish checkpoints along the major road routes into Victoria from New South Wales to check those coming into Victoria are carrying the appropriate permit. Border communities will be exempt from obtaining and carrying a permit to support them in going about their daily lives. Instead, they will be able to use their driver licence, or other forms of ID with their address.  The local government areas in the border zone on the Victorian side are: Alpine, Benalla, Bendigo, Buloke, Campaspe, East Gippsland, Gannawarra, Indigo, Loddon, Mildura, Moira, Shepparton, Swan Hill, Towong, Wangaratta, Wodonga and Yarriambiack. 

The NSW local government areas are: Albury City, Balranald, Bega Valley, Berrigan, Broken Hill, Edward River, Federation, Greater Hume, Hay, Lockhart, Murray River, Murrumbidgee, Snowy Monaro, Snowy Valleys, Wagga Wagga, and Wentworth.

VICTORIA: 06.12.20 Update

Statement from the Premier

Keynotes from it:

"Our new "COVIDSafe Summer" will be in place until at least the end of January, giving Victorians a bit more certainty about what the next couple of months will look like.

These are the restrictions that will see us through the summer months – and living as normally as we can until we get a greater sense of what the rest of 2021 will look like.

Under the changes, and from tonight at 11:59pm, masks will only be required in a limited number of places: on public transport, in rideshare vehicles and taxis, in some retail settings including indoor shopping centres, supermarkets, department stores and indoor markets.

While masks are no longer mandated in most circumstances, the evidence is clear wearing a face covering makes a real difference in slowing the spread of the virus – so masks continue to be recommended indoors or outdoors when distancing can’t be maintained.

As has been previously announced, Victorians will be able to host up to 30 people in their home. Outdoor gatherings in public places – the beach, the park – can increase to 100.

Density limits in our pubs, restaurants and cafes will shift to 1 person per 2sq metres for both indoors and outdoors with no other cap. The use of electronic record keeping – a QR code – will be mandatory.

And for small operations, there'll be no density limits if the patron number is under 25."

VICTORIA: 24.11.20 Update

The wearing of a mask has been eased.

Victoria moves to Last Step restrictions from 11:59pm 22 November 2020.

Face masks remain mandatory in some settings, unless you have a lawful reason not to wear one

  • face masks are no longer mandatory when you are outdoors, if you can stay 1.5 metres away from people that you don’t live with
  • use of face masks outdoors is required if you are unable to stay further than 1.5 metres away from people you don’t live with, such as at public transport stations, outdoor markets, walkways and thoroughfares. Face masks remain mandatory when indoors – for example the supermarket or on public transport.
  • you must continue to carry a face mask with you at all times.

  • There are no restrictions on reasons to leave home.  During the Last Step restrictions on gatherings remain in place.
  • There will be a phased return to workplaces.
  • Contact and non-contact sport and recreation can resume for all ages, with limits applying to numbers of people. 
  • Shops, recreational facilities, entertainment, hospitality and cultural venues will be open, although there are still restrictions. These include operating with a COVIDSafe Plan, density limits (the number of people allowed in a venue depends on its size so that people can keep at least 1.5 metres distance apart), record keeping and cleaning.

VICTORIA: 18.10.20 Update

Restrictions to be lifted or eased 

Metropolitan Melbourne is in Second Step restrictions. From 11:59pm 18 October 2020 a number of restrictions are easing. The changes to restrictions include:

  • You can NOW TRAVEL UP TO 25 KM FROM YOUR HOME OR PERMITTED WORKPLACE WITHIN METROPOLITAN MELBOURNE. This replaces the 5km rule. Travel to regional Victoria is still only allowed for permitted purposes even if this is within 25 kms. This means you cannot travel into regional Victoria for exercise or recreation.
  • You can leave home for any period of time to exercise or see friends and family outdoors. This replaces the two hour limit on these activities. There are no limits on the number of times you can leave home.
  • You can meet in a group of up to ten people from a maximum of two households outdoors in a public place to socialise (children under 12 months of age not included in the limit). An outdoor public place means areas accessible to everyone, including local parks and beaches. This replaces the limit of five people from a maximum of two households.
  • You can exercise in a group of up to ten people from a maximum of two households outdoors in a public place (personal training is limited to two people plus the trainer). This replaces the limit of five people from a maximum of two households.
  • Some outdoor activities can take place in outdoor sport and recreation facilities. Outdoor sport and recreation facilities can open if:
    • they are predominantly used for outdoor sport or physical recreation
    • there is no equipment for hire or sharing
    • indoor facilities such as change rooms are not permitted for use, however toilet facilities are permitted to open
    • a limit of 10 people from 2 household per group or more than 10 if the entire group is from the same household and you must be able to keep 1.5 metres between yourself and others
    • restrictions to no more than 10 people in the facility at once except where a distance of at least 100m between groups can be maintained (e.g. golf courses)
    • examples include some outdoor tennis courts, golf courses, or bowling greens
  • More people who work outdoors will be able to return to work. Groups of up to five workers who work outside, including those who do the following types of work can return to on-site work:
    • outdoor non-essential home maintenance and repairs, including painting
    • outdoor pool & spa maintenance/cleaning for private residences and other outdoor cleaning
    • external car washing. This must be contactless and administration offices must remain closed mobile pet grooming at residential properties, contactless with strict controls
    • outdoor professional photography including school photos (for purposes other than currently permitted purposes, e.g. media, real estate), they must have an ABN
    • letterboxing (for purposes other than local elections)
    • Solar power installers
  • Hairdressers and barbers will be able to recommence work. This includes operating mobile businesses and at home businesses, if they are registered, have separate entrances, and COVIDSafe practices.
  • Allied health providers that are currently listed on the permitted work premised list will be able to return to delivering all routine care
  • Hydrotherapy can resume between one health care professional and one client in indoor pools. No group sessions will be permitted and there will maximum of 10 people per pool at one time for hydrotherapy (five health care professionals and five clients).
  • The maximum number of people permitted to use outdoor swimming pools for exercise has been increased by the density quotient to a maximum of 30 people. Real estate auctions, both residential and commercial will be permitted outdoors with a limit of 10 people, plus the minimum number of people required to conduct the auction.
  • Commercial real estate pre-arranged inspections with 1 agent and 1 prospective purchaser or tenant.


  • Additional changes to retail, hospitality & personal services will be made from 1 November, in line with the advice of our public health team.


Regional Victorian remains in Third Step restrictions. From 11:59pm 18 October 2020 some restrictions are easing. The changes to restrictions include:

  • You can have up to two people visit you at home each day. Infants under 12 months are not included in this cap, and other dependents can also attend if they cannot be left unattended or cared for in another setting. The two people may be from different households. This replaces the household bubbles.
  • Libraries and toy libraries can open for up to 20 people indoors. No more than 10 people can gather in a space (for example for a class). The one person per four square metre rule Signage, cleaning and record-keeping requirements apply.
  • Outdoor religious gatherings are allowed for up to 20 people plus one faith leader. This replaces the limit of ten people. This includes ceremonies, with no sharing of food, drink, crockery, utensils, vessels or other equipment by participants.
  • The limits of people in restaurants and cafes increases. You can have up to 70 people outdoors and up to 10 people per indoor space with a maximum of 40 people per venue indoors. The two and four square metre rules Indoor spaces must be separated by permanent structures (should reach floor to ceiling or be at least 2.1 metres high) or be a discrete area of the premises. Businesses must continue to ensure people from metropolitan Melbourne do not eat-in.
  • Indoor swimming pools can open exclusively for those aged 18 and under. There is a limit of 20 customers in the pool or the one person per four square metre rule (whichever is the smaller number of people). One parent/guardian/carer per child is permitted for supervision purposes and not included in the limit. Swimming classes can resume.
  • Indoor pools can open for one-on-one hydrotherapy sessions with a limit of 10 people in the pool at one time.
  • Licensed tourism services that use open-air vehicles only are permitted to operate. A vehicle, inclusive of roofed vehicles, is considered an open-air vehicle if at least two sides are open to airflow at all times.

VICTORIA: 21.09.20 Update

The State of Victoria has announced plans which will extend the stage 4 restrictions with some "reductions" until 28 September 2020, then stage 3 restrictions will apply.

Its a very complicated announcement so please refer to the State of Victoria Government site!

The Victorian Government also released a Roadmap for the progressive lifting of restrictions. Please see this link for details.


Stage 4 restrictions for Melbourne

For Melbourne, new restrictions will take effect from 6 pm today (Sunday 2 August). A curfew will be in place from 8 pm this evening. Curfews will be in operation from 8 pm to 5 am every evening. People are only allowed to leave their house for work and essential health, care or safety reasons.

Outside of these hours, you are only allowed to leave your house for 1 of the following four reasons:

  • To purchase food and necessary supplies. This must be done within a 5km radius from where you live. Only 1 person per household can leave for essential goods, and only once per day. For some people, the nearest goods and services will be more than 5km away. In this situation, you may travel beyond 5km to the nearest provider. If you are unable to leave home because it would mean leaving a young child or at-risk person at home unattended, then they may accompany you.
  • Exercise once a day for up to 1 hour within a 5km radius of your home. Gathering sizes will be limited to 2. If you are unable to leave home because it would mean leaving a young child or at-risk person at home unattended, then they may accompany you.
  • For care and health care including accompanying someone for essential medical care if you are a carer, guardian or necessary support person. The 5km limit does not apply to care or caregiving.
  • Work. Study at TAFE and university must be done remotely. The 5km limit does not apply to work.

Unfortunately, this means no recreational activities like diving or fishing.

The fine for not wearing or carrying a face covering will be $200.

The State of Disaster in Victoria has been declared and will be in place until the middle of September 2020. This gives move power to enforcement & monitoring of restrictions.

Travel around Victoria now banned.

Interstate travel is banned into all states with each state around Victoria manning the borders.

Regional Victoria including Mitchell Shire will move to Stage 3 restrictions

This means you must stay home except for the following four reasons:

  • For food and essential supplies
  • For study or work
  • For care and healthcare
  • And for exercise or outdoor recreation

When outside your home, you must wear a face covering.

No visitors are allowed at your home, and you are only allowed to gather with one person from outside your household in public.

Restrictions will be eased from 26 February

Restrictions will be eased from 12.01 am Friday, 26 February 2021 across Greater Sydney and NSW:

  • 50 visitors will now be allowed in the home
  • 30 people allowed to dance at weddings, with rotation on and off the dance floor
  • Increased class limits for gyms to 50 people (currently 30) subject to the 4sqm rule
  • Number of performers singing indoors increased to 30 (currently 5) subject to physical distancing requirements
  • Singing by congregants allowed in places of worship if masks are worn and subject to one person per 4sqm (currently no congregant singing allowed, with one per 2sqm permitted in places of worship)
  • Increase capacity for cinemas to 100%
  • If current trends continue, drinking while standing up at indoor venues will be allowed in three weeks’ time (from Wednesday, 17 March).

Premier Gladys Berejiklian said the easing of restrictions was due to the support of the NSW community.

Northern Beaches

Public health orders apply to the Northern Beaches Local Government Area in response to an increase in COVID-19 cases up to Wednesday 23 December.

STAYING AT HOME

You must not be away from your place of residence or your temporary accommodation in the Northern Beaches unless you have a reasonable excuse.

A reasonable excuse includes

  1. shopping for food or other goods and services
  2. medical care or compassionate needs
  3. exercise
  4. work or education, where you cannot work or learn from home.
WHO IS INCLUDED IN THE STAY AT HOME ORDER

The stay at home order affects people who were residents of the Northern Beaches area at any time between Thursday 10 December 2020 at 12.01am and Saturday 19 December 2020 at 5.02pm.

It applies if you were at a place of residence or temporary accommodation in the Northern Beaches local government area during that time and

  • are still in the Northern Beaches area or
  • left the Northern Beaches area before 5.02pm on 19 December 2020, and are now staying somewhere else.
OTHER REASONS TO LEAVE YOUR HOME

You may also be away from your residence to:

  • access childcare
  • provide care or assistance (including personal care) to a vulnerable person or to provide emergency assistance
  • attend a wedding, if it is before the end of 20 December 2020
  • attend a funeral of no more than 100 people
  • move to a new place of residence, or between your different places of residence
  • donate blood
  • undertake legal obligations
  • access social services, employment services, services provided to victims (including as victims of crime), domestic violence services, and mental health services
  • avoid injury or illness or to escape a risk of harm
  • attend to an emergency or for compassionate reasons, including where two people are in a relationship but do not necessarily live together.

Taking a holiday outside the Northern Beaches is not a reasonable excuse

NSW: 11.12.20 Update
NSW - SA Border

Update on entry to NSW from South Australia

Anyone travelling into NSW who has been to South Australia in the last 14 days must complete a NSW entry declaration form before entering NSW.

If you are a NSW resident and you have been in one of the areas of concern, ensure you get tested and self-isolate for 14 days.

Non-NSW residents who have been to any areas of concern at the times specified will be unable to enter NSW unless you are transiting through.

NSW - VICTORIA Border

The NSW-Victoria border re-opened at 12.01am on Monday 23 November 2020.

From this time:

  • permits are not required
  • there is no requirement to quarantine when you arrive in NSW.

People in hotel quarantine as of 12:01am on Monday 23 November because they have come from Victoria are not required to complete the mandatory hotel quarantine period unless they have tested positive for COVID-19.

Quarantine for international arrivals still applies.

People in 14-day self-isolation as of 12:01 Monday 23 November because they have come from Victoria are not required to complete the 14-day self-isolation unless they have tested positive for COVID-19.

People entering NSW should be aware of current rules and guidelines around reducing the risk of COVID-19 transmission.


NSW - QUEENSLAND Border

The Queensland Government has opened the Queensland-NSW border to all travellers from NSW as of Tuesday 1 December 2020. This includes travellers from Greater Sydney LGA areas.

NSW: 21.09.20 Update
NSW - VICTORIA Border

From 12.01am Friday 16 October you can enter NSW from Victoria if you have a permit and you are

  • driving from South Australia via the Sturt Highway
  • transiting by road, rail or air directly from the Spirit of Tasmania
  • transiting only through a Victorian airport without leaving the airport.

The current exemption to enter NSW from South Australia after transiting through Victoria on the Sturt Highway will expire at 12.01am Monday 19 October and you will need to apply for the new permit.

If you are transiting through NSW to another destination you can travel by road provided you have not been in a restricted area (Melbourne) or an area of concern in the last 14 days. You are no longer required to only transit by air. You will still need a permit to enter.


OTHER UPDATES:

The following changes take effect on Friday 16 October.

Outdoor music rehearsals and performances

A music rehearsal or performance of up to 500 people may be held in an outdoor public place. The organiser must complete and register a COVID-19 Safety Plan.

HOSPITALITY VENUES

Hospitality venues are encouraged to use electronic entry recording for recordkeeping.

Venues that use electronic systems for registering contact details may apply the one person per 2 square metre rule for outdoor areas, subject to maximum capacity limits.

All premises must have a COVID-19 Safety Plan.

CORPORATE EVENTS, WEDDINGS, FUNERALS AND RELIGIOUS SERVICES

Significant events held at hospitality venues that use electronic systems for registering contact details may apply the one person per 2 square metre rule for outdoor areas.

All events must have a COVID-19 Safety Plan and provided there is sufficient space at the venue, the maximum capacity for these events is still

  • 300 people for corporate events
  • 150 people for weddings
  • 100 people for funerals and religious services.
TRAVELLERS ARRIVING FROM NEW ZEALAND

From Friday 16 October, you do not need to enter mandatory quarantine when you fly from New Zealand into NSW, if you have not been in a New Zealand COVID-19 hotspot in the past 14 days.

From Friday 7 August, NSW residents returning from Victoria will only be allowed to enter via Sydney Airport or another NSW airport. You must then immediately go into mandatory hotel quarantine for 14 days at your own expense.

Special arrangements are in place for border communities and critical services workers in the border region.

The order applies to all people who have been in Victoria in the past 14 days and wish to travel to or through NSW.

Excluding Victoria, there are no restrictions in place for all other states on crossing the NSW border. However, each state or territory has its own entry requirements and travel restrictions. You must comply with any border rules of the state or territory you are entering or leaving.

QUEENSLAND: 22.12.20 Update
Important information for Queensland residents

This information is for Queensland residents who will be returning home between 1am AEST Monday 21 December and 1am AEST Tuesday 22 December, and who have been in Greater Sydney on or since 11 December.

  • Queensland residents entering Queensland during this time period will be allowed to enter by road and complete quarantine at their home.
    • The period of quarantine required will be 14 days from the time the resident left Greater Sydney.
    • Residents may complete onward travel to reach their residence by the most direct route while maintaining social distancing.
    • You must apply for a Queensland Border Declaration Pass (Opens in new window) before entering Queensland.
  • If you arrive in Queensland by road and there are police stationed at your point of entry, you must make yourself known to officers to receive your home quarantine notice, which will also include information on testing requirements.
  • If you arrive in Queensland by road and there are no police officers at your point of entry, you must drive directly to a testing centre near your home to have a COVID-19 test and then drive directly home to serve your period of quarantine.

After 1am AEST 22 December, Queensland residents who have been in Greater Sydney on or since 11 December will have to enter Queensland by air and will be directed to quarantine in government arranged accommodation.

QUEENSLAND: 11.12.20 Update

WHAT CHANGED FROM 1AM AEST 1 December 2020
  • There are no COVID-19 hotspots in New South Wales or Victoria
    • This means you can enter Queensland from 1am AEST Tuesday 1 December, even if you have been in greater Sydney or Victoria in the 14 days prior
    • Anyone in mandatory government arranged quarantine - due to entering from New South Wales or Victoria - will be able to leave quarantine if they have a negative COVID-19 test, declare in writing they have not been in a South Australian hotspot in the last 14 days, and provide their contact details and Queensland address.
  • Specific parts of South Australia will continue to be COVID-19 hotspots.
  • You will only be required to complete a Queensland Border Declaration Pass if in the last 14 days, you have been in a hotspot or overseas and didn’t fly into Queensland when you arrived in Australia.
  • You must fly into Queensland if you are permitted to enter from a hotspot. You will need to be granted an exemption to enter by road from a hotspot unless you are a truck driver, worker related to the transport of freight and logistics or performing selected essential activities.

QUEENSLAND: 18.10.20 Update
WHAT CHANGED FROM 1AM THURSDAY 1 OCTOBER 2020

Because of the reduced risk of COVID-19 transmission in northern New South Wales, the following changes have been made regarding the border zone:

  • The New South Wales border zone (PDF) has been extended
  • The Queensland border zone no longer exists
  • Queensland residents can travel anywhere in the New South Wales border zone for any purpose
  • New South Wales border zone residents can travel anywhere in Queensland for any purpose.

The direction has also been updated to provide a right of entry to people coming to Queensland to respond to an emergency energy, drinking water, sewerage, liquid fuel, resources or telecommunications event.

WHAT CHANGED FROM 1AM 25 SEPTEMBER 2020
  • The Australian Capital Territory (ACT) is no longer considered a COVID-19 hotspot.
  • Driving from the ACT through NSW to reach Queensland is not permitted as all of NSW is currently considered a COVID-19 hotspot. You must travel by air.
  • Air travellers coming from the ACT into Queensland will only have to quarantine if they have:
    • been overseas in the last 14 days
    • been in contact with someone who has COVID-19 in the last 14 days
    • been in a COVID-19 hotspot in the last 14 days (and you are allowed to enter)
    • COVID-19 or have had COVID-19 in the last 14 days
    • had COVID-19 symptoms in the last 14 days.
  • People travelling from the ACT into Queensland must complete a Queensland Border Declaration Pass for presentation at the border.
  • You must submit an exemption request if an exceptional reason requires you to travel by car from the ACT to Queensland.
OVERVIEW

To slow the spread of novel coronavirus (COVID-19) the Queensland Government has put in place border restrictions.

The restrictions mean people who have been in a COVID-19 hotspot within the last 14 days will be turned away at our border. This applies to everyone who has been in a COVID-19 hotspot in the past 14 days, except people needed in Queensland for essential activities. Queensland residents who have been in a COVID-19 hotspot can return home but will be required to quarantine in government-provided accommodation at their own expense.

You must complete a Queensland Border Declaration Pass before you come to Queensland. This will include agreeing to get tested for COVID-19 if you develop any symptoms within 14 days of arriving in Queensland.

You will have to quarantine when you enter if you have

  • been overseas in the last 14 days
  • been in contact with someone who has COVID-19 in the last 14 days
  • been in a COVID-19 hotspot in the last 14 days (and you are allowed to enter)
  • COVID-19 or have had COVID-19 in the last 14 days
  • had COVID-19 symptoms in the last 14 days
  • are a New South Wales border zone resident who traveled outside the border zone in New South Wales.

You are only allowed to enter Queensland if you have been in a hotspot in the last 14 days, if:

  • your usual residence is in Queensland or you are moving to Queensland
  • you are a New South Wales border zone resident who has not traveled outside of the border zone in the last 14 days - view the border zone map (PDF)
  • you need to comply with an order to attend a Court or Tribunal or to give effect to orders of the Court or Tribunal
  • you have to fulfill an arrangement or obligation relating to shared parenting or child contact
  • you have to assist with or participate in a State or Commonwealth law enforcement investigation or other action at the request or direction of a State or Commonwealth department or law enforcement agency
  • you need to come to Queensland to complete an essential activity
  • you arrive into Queensland by air and you transfer directly to another flight to leave Queensland and don’t leave the airport or remain in quarantine until your flight out of Queensland
  • you were in a COVID-19 hotspot for the sole purpose of transiting through an airport and didn’t leave the airport
  • you are a student at a higher education institution or boarding school and are entering Queensland for study, parents and guardians are allowed to accompany students who are minors
  • you are entering to receive essential health care, or to provide support to a person receiving essential health care.

You will have to provide evidence of the above when entering Queensland.

You will be required to complete 14 days mandatory quarantine in government arranged accommodation at your own expense unless exceptional circumstances apply.

You may not have to quarantine if you have been in a COVID-19 hotspot in the last 14 days if you:

  • need to come to Queensland to complete an essential activity
  • arrive into Queensland by air and you transfer directly to another flight to leave Queensland or quarantine until your flight out of Queensland
  • were in a COVID-19 hotspot for the sole purpose of transiting through an airport
  • can provide evidence that you completed mandatory hotel quarantine in a COVID-19 hotspot and immediately transited to Queensland
  • are a New South Wales border zone resident and have not been in a hotspot in the last 14 days.

If you are exempt from quarantine, you will need to keep and retain records of close contacts whilst you are in Queensland for two weeks after you arrive in Queensland.

QUEENSLAND: 21.09.20 Update

Restrictions still remain in place as below although NSW Border region changed on 5 September.

If ACT remains at Zero Cases then of the 25 September at 01.00am this will change too:

  • The Australian Capital Territory (ACT) will no longer be considered a COVID-19 hotspot, if there are no new cases between 18 September and 25 September
  • Travellers coming from the ACT into Queensland will not need to quarantine upon their arrival, as long as they have not been in a COVID-19 hotspot in the past 14 days.

All of Victoria, New South Wales & the Australian Capital Territory are now COVID-19 hotspots.

Travel by air only no road entry allowed.

You can only enter Queensland from a hotspot if you travel by air. You cannot travel by road through a hotspot.

The only people allowed to enter Queensland by road are:

  • truck drivers
  • workers related to the transport of freight and logistics
  • people performing essential activities
  • border zone residents.

Everyone must quarantine on arrival in an approved government facility.

Flying out of Melbourne Tullamarine airport

If you have had a layover at Melbourne Tullamarine airport you will be required to quarantine for 14 days in government arranged accommodation at your own expense when you arrive. If you completed your quarantine in Melbourne Tullamarine airport you will be required to complete another 14 days quarantine upon arrival into Queensland.

If you have had a layover at an airport located in other hotspots, you will be able to enter Queensland without quarantining as long as you didn’t leave the airport.

  • were in a COVID-19 hotspot for the sole purpose of transiting through an airport and didn’t leave the airport or transiting through the hotspot by road, without leaving a private vehicle or taxi or ride-share, unless for an emergency or as directed by police or transport authority
  • you are moving to Queensland to live
  • you are a student at a higher education institution or boarding school, along with a parent or guardian accompanying a minor, and are entering Queensland for study
  • are avoiding serious injury or escaping an immediate risk of serious harm
    • For example, you are escaping a risk of harm related to sexual or domestic and family violence

You will be required to complete 14 days mandatory quarantine in government arranged accommodation at your own expense unless exceptional circumstances apply.

Travel from Queensland

Travellers who arrived in South Australia between 20 March 2021 and before 5:00pm 29 March 2021 from the City of Brisbane, Logan City, City of Ipswich, Moreton Bay Region and Redland City, must:

  • submit to COVID-19 testing on day 1, 5 and 13.
  • must comply with the self-quarantine requirements until they get a negative COVID-19 test result.
  • not enter or remain in a high risk setting in South Australia for a period of 14 days after their arrival in South Australia or until they get a negative COVID-19 test result unless the person is permitted to enter under Clause 9 in the Emergency Management (Cross Border Travel—General) (COVID-19) Direction 2021.
  • not attend any event in South Australia with an approved COVID -19 Management Plan or at which more than 1000 people are present for a period of 14 days after their arrival in South Australia.

Effective from 5:00pm 29 March 2021

People from the Brisbane, Logan, Ipswich, Moreton Bay and Redlands areas are prohibited from entering South Australia unless they are returning South Australian Residents / Genuine relocations / Domestic Violence victims) or Essential Travellers.

Note: These people are required to self-quarantine for 14 days (when not working), submit to a COVID-19 test on day 1, 5 and 13 and wear a mask in public.

Victoria COVID-19 traveller Information

In effect from 12:01 am 26 February 2021:

Travel from Victoria and Greater Melbourne is permitted.

Travellers who arrived from Greater Melbourne and are subject to quarantine – if they have been to a high risk site are to remain segregated and isolated and contact SA Health regarding self-quarantine and COVID-19 testing requirements.

Travellers who arrived from Greater Melbourne and were not in a high risk site, can leave self-quarantine but must complete their day 1, 5 and 12 COVID-19 testing. However, if a person needs to attend a high-risk setting (health, disability, aged care or correctional facility), they need to let the facility know they have been in High Community Transmission Zone in the past 14 days and will need to wear Personal Protective Equipment.

If you are entering South Australia from a Low Community-Transmission Zone you are not required to seek approval from SA Health, however, you are still required to complete the Cross Border Travel Registration.

NEW SOUTH WALES COVID-19 TRAVELLER INFORMATION

The following areas of New South Wales are now declared Prohibited locations:

Travellers are not permitted to travel to South Australia from the above areas unless they are an essential traveller or an exempt person.

Travellers may travel to South Australia from all areas of New South Wales outside of the above areas, but must submit to a COVID-19 test on day 1, 5 and 12.

People escaping domestic violence, persons whom normally reside in South Australia, those relocating to South Australia and travellers who are transiting in or through NSW are required to self-quarantine for 14 days upon arrival and submit to a COVID-19 test on day 1, 5 and 12.

Travellers via car from the Low Community Transmission Zones are permitted to travel through NSW to enter South Australia providing they do not stop in Greater Sydney, Wollongong, Central Coast. They must wear a face mask for the entirety of the time they come into contact with the public and cannot maintain physical distance during their journey and use the most direct route, only stopping for respite and essential purposes (such as fuel).

Travellers via plane from a low community transmission zone are permitted to transit through Sydney Airport for no longer than 2 hours and must wear a face mask for the entirety of the time they are in transit (this includes on the plane and in the airport terminal).


QUEENSLAND TRAVELLER INFORMATION

Effective 12:01 am 17 January 2021, the following restrictions apply to travel between Greater Brisbane and South Australia. Travellers from the Greater Brisbane Area do not have 14 day self-quarantine upon arrival in South Australia but must submit to a COVID-19 test on day 1, 5 and 12. (Please note, you must complete all 3 tests if entering SA between 12:01 am 17 January and 12:01am 21 January 2021) Effective 12:01 am 21 January 2021, travellers from the Greater Brisbane Area do not have 14 day self-quarantine upon arrival in South Australia or submit to a COVID-19 test on day 1, 5 and 12.

Travellers via plane from a low community transmission zone are permitted to transit through Brisbane Airport for no longer than 2 hours and must wear a face mask for the entirety of the time they are in transit (this includes on the plane and in the airport terminal).

If you travelled to South Australia from Northern Beaches Council (NSW) local government area or the suburbs of Cronulla, Lane Cove, Turramurra, Woolloomooloo, Lavendar Bay or Penrith between 11 December 2020 and 12:01 am 21 December 2020:

  • You are required to self-quarantine for 14 days commencing on the last day you were in one of the above locations.
  • You must get a COVID-19 test immediately within 24 hours (or as soon as possible), on day 5, and day 12.
  • You may self-quarantine at a suitable location where you can be isolated. This requires complete separation from others in the household and if this is not suitable, then alternative accommodation will need to be arranged.
    Note - Excludes people who travelling through and did not get out of the vehicle. Where travelling on public transport must have been wearing a mask.

If you arrived from other locations in New South Wales (not listed above) on or after 17 December 2020:

  • You are not required to self-quarantine.
  • You must get a COVID-19 test immediately within 24 hours, on day 5, and day 12 (Day 1 is considered 20 December 2020) (unless you have symptoms, in which case you must self-isolate).

Arriving in South Australia on or after 12:01 am 21 December 2020:

Prohibited locations

From 12:01 am 21 December 2020, Northern Beaches Council (NSW) local government area is a prohibited location. People who have been in the Northern Beaches Council local government area since 11 December 2020 will not be permitted entry to South Australia.

High Community-Transmission Zones

If you have visited:

  • Central Coast local government area (NSW) since 20 December 2020
  • City of Wollongong local government area (NSW) since 20 December 2020

As of 12:01 am on Monday 21 December 2020:

  • You are required to self-quarantine for 14 days commencing on the last day you were in a High Community-Transmission Zone.
  • You must get a COVID-19 test immediately within 24 hours, on day 5, and day 12.
  • You may self-quarantine at a suitable location where you can be isolated. This requires complete separation from others in the household and if this is not suitable, then alternative accommodation will need to be arranged.

Other locations in New South Wales

If you travelled to South Australia from any other location in New South Wales (other than a prohibited location or High Community-Transmission Zone) on or after 12:01 am Thursday 17 December 2020:

  • You must get a COVID-19 test immediately within 24 hours, on day 5, and day 12. You are not required to isolate while awaiting your COVID-19 test results (unless you have symptoms, in which case you must self-isolate) (unless you have symptoms, in which case you must self-isolate).

Exclusions

The following people are excluded from the High Community-Transmission Zone arrival definition:

  • A person travelling in transit through Sydney Airport for no longer than 2 hours, and wearing a face mask for the entirety of the time they are in transit.
  • An overseas arrival who, having completed 14 days of quarantine, travels directly to Sydney Airport in a vehicle, is physically present at Sydney Airport for no longer than 2 hours, and is wearing a face mask for the entirety of the time they are present at Sydney Airport.

TRAVEL WITHIN SA

Travel within South Australia is unrestricted. People are free to visit regional areas, and travel within South Australia is a great way to support our regional communities and economies.

Border restrictions
VICTORIAN BORDER RESTRICTIONS

Travellers from Victoria, other than approved categories of Essential Travellers, are not permitted to travel to South Australia. Checkpoints or road blocks will be set up at all border crossings between South Australia and Victoria.

Note: A person can enter South Australia in a vehicle from New South Wales via Victoria if the person travels through Victoria without leaving the vehicle and only via the Sturt Highway from Mildura to Yamba or via the Calder Highway and Meridian Road between Abbotsford Bridge and the Sturt Highway and then via the Sturt Highway to Yamba.

LOW COMMUNITY-TRANSMISSION ZONE

The low community-transmission zone comprises the ACT, NSW, NT, QLD, TAS & WA.

Travellers from ACT, NSW, NT, QLD, TAS & WA are able to enter South Australia directly without the requirement for COVID-19 testing or 14 day self-quarantine upon arrival, as long as during the 14 days immediately before their arrival in South Australia, they have been in the low community-transmission zone (ACT, NSW, NT, QLD, TAS or WA) for that preceding 14 days.

Entry via Victoria is prohibited except for Essential Travellers or persons escaping domestic violence or providing support to a family member who is experiencing domestic violence.

CROSS-BORDER COMMUNITIES
Victorian border community members

Cross Border Community Members on the South Australia/Victoria border are now permitted to enter SA if they reside within 70 km of the border for essential purposes only.

You must have had a COVID-19 test within the last 7 days (or on day 1 & 12).

If you are entering from VIC you cannot travel further than 70 kilometres over the border into South Australia.

Anyone wishing to enter South Australia from Victoria as an Essential traveller will need to complete a Cross Border Travel Registration form.

EMERGENCY SERVICES WORKERS

Emergency Services Workers are permitted to enter SA to attend/respond to an emergency defined as an event that causes or threatens to cause:

  • death/injury/damage to the health of any person
  • the destruction/damage to any property
  • a disruption to essential services or to services usually enjoyed by the community
  • harm to the environment/flora/fauna.

Where the emergency services worker is attending a health facility or hospital in South Australia they must inform the facility of their arrival prior to arriving at the facility.

SPECIALIST WORKERS IN ESSENTIAL SECTORS & COVID-19 WORKPLACE RISK MITIGATION

Essential sectors with the need for individual specialist workers to enter and exit South Australia need to have Workplace Risk Mitigation strategies for COVID-19. This includes identifying potential risks, hazards and the controls in place to mitigate these potential risks.


ENTERING SA FROM INTERSTATE
Before you travel

A pre-approval process is in place for travellers wishing to enter South Australia. The Cross Border Travel Registration should speed up the border crossing process and provide certainty for people who want to enter SA.

Registration

If you are planning travel to South Australia, aim to complete the Cross Border Travel Registration at least fourteen days before you leave, regardless of where your travel begins.

All travellers intending to enter SA are required to register their intention to travel. This includes:

  • people entering from unrestricted states (ACT, NSW, NT, QLD, TAS and WA)
  • essential travellers entering from Victoria
  • SA residents returning home from any other state other than Victoria, regardless of how long they were interstate.

Please be aware that you MUST NOT transit via a Victorian airport to enter SA.

Provide details in the short description of why you are travelling. If you are an essential skills worker, transport, or entering for compassionate grounds, include a summary of:

  • who you work for, or the business or person you are visiting
  • why you are entering the state
  • how long you will be in the state and whether you will return often.

If you want to apply for an Essential Traveller status then you will need a letter confirming why you are seeking this status, it could be from your employer or a funeral home for example.

If you are unable to complete registration before you leave, proceed to the border and you will be assisted by police and given an ‘interim status’ while your registration is assessed.

Health exemption

If you are seeking an essential traveller status for:

  • urgent medical, dental or health treatment
  • compassionate grounds
  • providing health services

You will require an Essential traveller health exemption from SA Health before submitting a Cross Border Travel application to SA Police.

Assessment

Your registration will be assessed to determine whether you are:

  • able to travel without restriction (including people arriving directly from ACT, NSW, NT, QLD, TAS and WA)
  • an essential traveller, with or without self-quarantine restrictions
  • unable to enter South Australia (Victorian residents who are not essential travellers)

South Australia Police (SAPOL) will confirm each registration and assess them to determine a traveller’s status.

Notification

You will be notified by email of your status within 72 hours and given a unique number. You will need to produce this number when crossing the border.

If your application is declined you may receive an email asking for more information, this can include documentation or adding to your description information about why you want to enter South Australia.

Arriving in SA

There are checkpoints at roads leading into SA from other states, and at Adelaide airport. You will need to produce your pre-approval number at one of these checkpoints. Your arrival will then be recorded by police.

SELF-QUARANTINE REQUIREMENTS

You can only leave self-quarantine to obtain urgent medical care or medical supplies, to get tested for COVID-19, or for any other emergency situation.

You must ensure no one else enters or stays at the place you are self-quarantining unless:

  • they usually live there and you need to provide care/support to them, or receive care/support from them, or
  • they are also self-quarantining, or
  • your place of self-quarantine is appropriately set up so you do not have contact with others.

Because we need to minimise the number of people you are in contact with, you may need to make arrangements for yourself or other household members to stay somewhere else.

TESTING OF ARRIVALS

Mandatory COVID-19 testing is in place for certain essential travellers arriving from Victoria. Refer to the Essential traveller table (PDF, 101.4 KB) for details.

A person who is in quarantine and refuses a COVID-19 test must remain in quarantine for an additional 10-day period and includes other persons quarantining with that person.

A person under the age of 16 years who is required to remain quarantined at a place determined by an authorised officer (international or Victorian arrival) is required to submit a COVID-19 test on Day 1 and 12. If the child refuses or fails to submit to a test, the child must remain in quarantine for an additional 10 days (including carer).


SOUTH AUSTRALIA: 21.09.20 Update

Travel & activity in the state of South Australia is possible with social distancing & number restrictions, for South Australians.. (Diving possible still).

Numbers reduced from 100 to 50 & alcohol served while seating only.

A direction is in place regarding traffic entering South Australia.

The State of Victoria

Only essential travellers are able to enter SA from Victoria. South Australians are no longer be able to return to SA from Victoria.

If you are travelling into South Australia, by road or via the Adelaide airport, you need to complete the cross border pre-approval form at least 72 hours prior to your arrival.

Pre-approval will speed up the border crossing process and provide certainty for you about any restrictions that may apply before reaching the border.

From 12.01 am Friday 21 August, cross border community members will not be able to enter South Australia from Victoria unless they can apply under a different category of Essential Traveller.

All other states

Travellers from ACT, NT, QLD, TAS and WA are able to enter South Australia directly without restriction.

Those travelling to South Australia via air from low community transmission zones can now transit through Sydney without the requirement for COVID-19 testing or 14-day self-quarantine upon arrival, providing they do not leave the airport and have been in a low community transmission zone for 14 days. (This will need to be proved on arrival see the SA Govt Website).

Travellers from NSW, other than essential travellers, will be required to:

  • self-quarantine for 14 days after entering SA
  • submit for COVID-19 testing on:
    • the first day of entry to SA (the day of arrival)
    • the twelfth day of arrival.

WESTERN AUSTRALIA: 26.04.21 Update

The Perth and Peel lockdown will end as planned from 12.01am, Tuesday 27 April.

A post-lockdown transition will be in place until 12.01am, Saturday 1 May.

The following measures will be in place:

  • Continue wearing a mask in public, while at work and on public transport unless exemptions apply e.g. vigorous outdoor exercise
  • 20-person limit for private indoor and outdoor gatherings
  • 20-patron capacity limit and 4sqm rule for:
    • cafes, restaurants, bars and pubs for seated food and drink service only
    • beauty salons, hairdressers and barbers
    • public venues such as recreation centres, outdoor playgrounds, museums and swimming pools
    • places of worship
    • entertainment venues
  • No visitors to aged and disability care facilities and hospitals, except for compassionate reasons and advocacy
  • Weddings and funerals can proceed with up to 100 guests, but require an exemption and COVID Event Plan
  • Professional and community sports, including training, permitted but without spectators
  • Elective surgery can proceed for category 1 and urgent category 2 surgeries only
  • Schools, childcare centres and TAFEs open - mask-wearing requirements apply for all school staff and secondary students, but not primary school students or staff when teaching
  • Universities open for online learning only
  • Fitness clubs, gyms, casinos and nightclubs remain closed

Regional travel restrictions will be removed, but restrictions on travel to remote Aboriginal communities remain in place.

Anyone in an unaffected region who has been in Perth or Peel since 17 April must comply with mask-wearing requirements.

Western Australia's border arrangement

WA is in a safe and sensible controlled border arrangement, based on public health advice.

Interstate travel is permitted into and around WA, depending on where travellers have come from and who they’ve had contact with in the 14 days prior to travel. They are also subject to conditions, including completing a G2G PASS declaration prior to entry.

WA’s Chief Health Officer continues to closely monitor community transmission in other states and territories, and will advise the WA Government if any changes to our borders are required to keep Western Australians protected.

Queensland has entered into a "Medium Risk" Category


Medium risk states and territories
  • You are not permitted to enter without an exemption through G2G PASS.
  • If permitted entry, you must self-quarantine at a suitable premises for 14 days. If a suitable premises is not available, you will be directed to a Government approved quarantine facility at your own expense.
  • Approved travellers are subject to a COVID-19 test within 48 hours of arrival and on day 11 of quarantine, or at any point when symptoms develop. A mask must be worn while travelling to and from the COVID Clinic.
  • You must wear a mask from when you enter WA until you arrive at suitable self-quarantine premises or government approved quarantine facilities. In addition if travelling by air, you must also wear a mask on the flight while in WA airspace, and while inside the airport (with some exceptions – e.g. children under the age of 12 are not required to wear a mask).

The G2G Now app enables virtual check-ins during your quarantine once you have entered WA. Travellers from low risk states and territories are encouraged to download and use the app


WESTERN AUSTRALIA: 27.02.21 Update

The State of Victoria

Pending no further outbreaks and based on the latest public health advice, Victoria is expected to move to the ‘low risk’ category from 12.01 am Saturday, February 20. See the controlled interstate border page for up to date information. 

Under the ‘low risk’ category, travel is permitted into WA, subject to the following strict conditions:

  • complete a G2G Pass declaration, stipulating they do not have any COVID-19 symptoms, which jurisdictions the traveller has been in over the previous 14 days;
  • self-quarantine for 14 days in a suitable premise;
  • present for a COVID-19 test on day 11; 
  • all Perth Airport arrivals to undergo a health screening and temperature test on arrival;
  • be prepared to take a COVID-19 test at the airport COVID clinic, if deemed necessary by a health clinician (voluntary asymptomatic testing available for all airport arrivals); and
  • land arrivals to be met at the border checkpoint, for a health screening and to have their G2G Pass declaration checked before proceeding to self-quarantine premise;

All other jurisdictions except Victoria are considered ‘very low risk’ and are permitted to enter WA without COVID-19 testing or self-quarantine requirements.

The WA Chief Health Officer will continue to monitor and review border controls to determine if any further adjustments can be made in the future.

WESTERN AUSTRALIA: 20.12.20 Update
NSW entry to WA border measures strengthened

Travel from New South Wales into WA is now classified as ‘medium risk’. As a result, travel from NSW is no longer be permitted, unless you are an exempt traveller. This also applies to anyone who may have been in NSW since December 11 and hasn’t completed 14 days in a lower risk state or territory.

The arrival of New Zealanders yesterday has astounded the WA Government as they are not part of the NZ Travel Bubble. All have been placed in 14-day quarantine.

Entry into WA may be subject to terms and conditions, including a requirement to quarantine for 14 days. You may apply for an exemption via G2G PASS.

QUEENSLAND TRAVEL ALERT

If you have been in any of the below Local Government Areas in the 14 days prior to your arrival in Tasmania you will not be able to enter Tasmania unless approved as an Essential Traveller. If you have identified that you have been in Queensland in the 14 days prior to your arrival in Tasmania, your Tas e-Travel registration will be cancelled and you will need to re-apply to identify if you have been in any of the high-risk areas.

If you are currently in Tasmania and have been in any of the above Local Government Areas since Saturday March 20 you must immediately self-isolate and contact the Public Health Hotline on 1800 671 738 to arrange a COVID-19 test. If you have only been in a high-risk LGA and not visited a high-risk premises you can leave isolation if you receive a negative test result as long as you are not experiencing any COVID 19 symptoms. You are able to travel interstate but should check entry requirements of the State or Territory you are departing for as they may have quarantine or other restrictions in place for people who have been in the affected LGAs.

If you have been at a high-risk premises you will be required to complete 14 days quarantine regardless of your test result. If you have been at one of the high-risk premises on the dates and times identified, when you call the Hotline you must let the operator know.

If you are currently in Tasmania and you have been in a high-risk area or premises in the 14 days prior to your arrival in Tasmania, you should monitor the above list of premises daily and contact the Public health Hotline on 1800 671 738 if you have been at any of the listed premises.

MEDIUM-RISK AREAS

Travellers who have only spent time in medium-risk areas in the 14 days prior to arrival in Tasmania are required to quarantine, either in a suitable premises or in government-designated quarantine (fees can apply) – unless approved as an Essential Traveller.

The most effective way of providing information about an intended quarantine location is via the G2G PASS system.

QUEENSLAND

The Greater Brisbane Local Government Areas (LGA) of Brisbane, Moreton Bay, Ipswich, Redlands and Logan have been declared medium-risk by Public Health.

If you have spent time in the 14 days before arriving to Tasmanian in any of these medium-risk LGAs, you will need to apply to travel to Tasmania through the G2G Pass system and quarantine at suitable premises or government-designated accommodation for 14 days (if they do not have a suitable premises available).

Travellers who have arrived in Tasmania from or after 9am Friday 8 January (and have been in one of these local government areas) will still need to complete the 14 day quarantine requirement.

Travellers currently undertaking quarantine in government-designated accommodation can speak to the Government Liaison officer at the accommodation facility to see if they qualify to undertake the remainder of their quarantine at a suitable premises.

Anyone already in Tasmania who has spent time in Queensland since 8 January should continue to monitor the Queensland contact tracing alerts on a daily basis as the situation continues to develop. Tasmania’s border entry conditions depend on where each traveller has spent time prior to their day of arrival.

Areas are assessed as either lowmedium or high-risk based on Public Health advice.

Register through the Tas e-Travel system if you have only spent time in low-risk areas in the 14 days before arriving in Tasmania.

Travelling from low-risk areas

Low-risk areas are:

  • Australian Capital Territory
  • New South Wales  (excluding the Greater Sydney Region and high-risk premises and area)
  • Northern Territory
  • Queensland
  • South Australia
  • Victoria
  • Western Australia
  • New Zealand

Travellers who have only spent time in a low-risk area in the 14 days before arriving in Tasmania do not need to quarantine when they arrive.

Medium risk areas are:

Travellers who have spent time in a medium-risk area in the 14 days before arriving in Tasmania are required to quarantine, either in a suitable premises or in government-designated accommodation (fees apply).

Travellers who have spent time in a high-risk domestic area or premise in the 14 days before arriving in Tasmania ARE NOT PERMITTED TO ENTER TASMANIA, unless approved as an Essential Traveller.

If entry is approved, there may be a quarantine requirement in government-designated accommodation (fees can apply).

TASMANIA: 26.10.20 Update

The areas where travellers have spent time prior to arriving in Tasmania determine the conditions for their entry into the State.

Tasmania’s border restrictions have changed from Monday 26 October 2020.

From this date, areas are assessed as either low, medium or high-risk dependent upon the number of COVID-19 cases or level of community transmission in those areas, and subject to Public Health advice.

Low-risk areas are:
  • Queensland
  • Australian Capital Territory
  • South Australia
  • Western Australia
  • Northern Territory
  • New Zealand

Travellers who have only spent time in a low-risk area in the 14 days prior to arrival in Tasmania are not required to quarantine. People entering from these areas register their travel and contact details via the Tas e-Travel system a maximum of three (3) days before arrival in Tasmania.

Based on current Public Health advice, travel from low-risk areas directly through medium or high-risk areas (only stopping for fuel) to an airport or seaport is permitted without being subject to quarantine requirements that apply to that area.

Additional stops may be approved by the Deputy State Controller, for example for safety breaks during a long journey.

Medium-risk areas are:
  • New South Wales

Travellers who have spent time in a medium-risk area in the 14 days prior to arrival in Tasmania are required to quarantine and need to submit their intended quarantine location.

Quarantine can occur in a suitable premises or in government-designated quarantine (fees apply).

The most effective way of providing information about an intended quarantine location is via the G2G system.

If the travel is for identified critical work, health, compassionate or other specified reasons, travellers can seek to enter the State as an Essential Traveller and request a full or partial exemption from quarantine.

Where possible, travellers are encouraged to make their G2G PASS submission at least three (3) business days before arrival and not more than 14 days before travel.

High-risk areas are:
  • Victoria
  • Overseas (other than New Zealand)
  • a cruise ship

Travellers who have spent time in a high-risk area need to provide information to help determine entry and quarantine requirements for travel to Tasmania.

The most effective way of doing this is via the G2G system. Where possible, travellers are encouraged to do this at least three (3) business days before arrival and not more than 14 days before travel.

Travellers who have spent time in a high-risk domestic area in the 14 days prior to arrival must quarantine for 14 days in Government-designated quarantine accommodation (fees can apply).

Travellers who have spent time in a high-risk overseas area or on a cruise ship in the 28 days prior to arriving in Tasmania must complete 14 days quarantine in Government-designated accommodation, unless they provide evidence of:

  • having completed 14 days in government-designated quarantine in another jurisdiction;
  • having had a negative COVID-19 test on or after day 10 of arriving in Australia; and
  • having directly transited to an airport or seaport in that area and travelling directly to Tasmania when exiting quarantine in a medium or high-risk domestic area.

If the travel is for identified critical work, health, compassionate or other specified reasons, travellers can apply, via the G2G PASS system to enter the State as an Essential Traveller.

TASMANIA: 19.10.20 Update

Border restrictions in Tasmania are based on the locations travellers have spent time in during the 14 days prior to their arrival in Tasmania.

This determines whether travellers will be permitted to enter the State, where they must quarantine and other requirements such as wearing masks and undertaking COVID-19 testing.


TRAVEL UP TO 25 OCTOBER 2020

All travellers to Tasmania are required to provide travel details on arrival. The most effective way of doing this is via the G2G PASS system.

All arrivals who have been overseas, including New Zealand, in the 14 days prior to their arrival in Tasmania will be required to undertake 14 days quarantine in Government-designated accommodation on arrival in Tasmania. Quarantine fees can apply for Government-designated quarantine.

TRAVEL FROM 26 OCTOBER 2020

People travelling from Queensland, the Australian Capital Territory, South Australia, Western Australia and the Northern Territory will not be required to quarantine on arrival in Tasmania from October 26 based on current Public Health advice.

A further update will be provided for people travelling from NSW prior to October 26.

Border restrictions will remain in place for people travelling from Victoria and those who have spent time in an Affected Region or Premises until further notice.

People entering the State from identified low-risk jurisdictions will be required to register their travel and contact details via the Tas E-Travel online systems a maximum of 3 days prior to arrival. The registration process will be available via this website from October 23. Travellers who have been in Affected Regions and Premises will still need to apply to enter the State via the G2G PASS system.

Based on current public health advice, people travelling from low-risk jurisdictions from October 26 will be able to continue to transit directly though Victoria (only stopping for fuel) to Melbourne Airport or the Spirit of Tasmania terminal and not be subject to quarantine requirements that apply to that jurisdiction.

Please be aware that the COVID-19 situation in all States and Territories can change at any time requiring restrictions or other measures to be put in place. You should continue to monitor the latest situation at all times prior to your travel.

HEALTH SCREENING AND TEMPERATURE CHECKS

All travellers arriving in Tasmania are asked to answer health symptom questions and have a temperature check as part of COVID-19 screening measures.

Part of the questioning process can be completed online in the one hour before travelling, to ensure a quicker passage through the port of arrival. Travellers will receive a text message prior to departure with a link to the online form.

Travellers who haven’t done the questionnaire when they arrive will receive help to complete it at the port.

Anyone with symptoms will be encouraged to have a COVID-19 test.

Current screening and testing requirements for Essential Travellers remain in place.

TASMANIA: 21.09.20 Update

A state of emergency has been declared.

The Tasmanian Government has announced its current border restrictions will now remain in place (no set date for opening as yet).

Border restrictions in Tasmania are based on the locations travellers have spent time in during the 14 days prior to their arrival in Tasmania.

This determines whether travellers will be permitted to enter the State, where they must quarantine and other requirements such as wearing masks and undertaking COVID-19 testing.

The following restrictions apply to people entering

Tasmania if they have been in an Affected Region or an Affected Premises that pose an elevated risk of transmission of COVID-19. Read the list of high-risk locations.

  • Tasmanian residents, who are not classified as Essential Travellers, must quarantine in government-designated accommodation for 14 days. Read more about Quarantine, including fees payable.
  • Non-Tasmanian residents, who are not classified as Essential Travellers, are not permitted to enter Tasmania and will be turned back at their own expense.
  • Essential Travellers are not required to quarantine but are required to undertake health screening and a COVID-19 test on arrival, wear a face mask and limit their movement when not in the workplace. Anyone refusing to be tested will go into quarantine at government-designated accommodation for 14 days (and be required to pay the government-designated accommodation fee) or can leave Tasmania at their own expense. People coming to Tasmania are not considered to have spent time in an Affected Region provided they have:

  • transited directly through an airport and did not leave the airport except to board a flight; or
  • transited directly through an affected region by vehicle to an airport or seaport without breaking their journey, except to obtain fuel.

The following restrictions apply to travellers from within Australia who have not spent time in an Affected Region (currently Victoria) or Affected Premises in the 14 days prior to arriving in Tasmania. See the above category for restrictions if you have been in these areas.

  • Tasmanian residents, who are not classified as Essential Travellers, are required to quarantine for 14 days at their primary residence.
  • Non-Tasmanian residents, who are not classified as Essential Travellers, are required to quarantine in government-designated accommodation.
  • Essential Travellers are not required to quarantine but must undertake health screening on arrival and comply with the conditions described in Conditions for Essential Travellers. The State Controller may also apply additional conditions. See Essential Travellers for more information.

Public Health requirements remain in place for people who have been to identified exposure sites in QLD and NSW.

If you are now in the ACT and have been in an exposure site, you may need to quarantine, get tested and self-isolate.

TRAVELLING FROM THE ACT TO QUEENSLAND

Currently, ACT residents should not travel to the COVID-19 affected areas in Queensland.

With Easter and the school holidays starting next weekend, it is important that anyone with upcoming travel plans is keeping up to date with the situation in Queensland and be prepared to change travel plans at short notice.

We will provide an update to the community before the Easter long weekend.

ACT residents can travel to other parts of Queensland, but are advised to keep up to date with the advice on the Queensland Government’s website.

It is your responsibility to understand any restrictions Queensland has in place, including for those transiting through NSW.

You may need to declare your travel or quarantine.

TRAVELLING FROM QUEENSLAND TO THE ACT

Under a Public Health Direction, the Chief Health Officer has signed a new Public Health (COVID-19 Areas of Concern) Notice, that came into effect at 6pm (ACT time) on Monday 29 March 2021, declaring the Greater Brisbane area a COVID-19 affected area.

This Notice restricts travel to the ACT from Greater Brisbane, which includes the following five local councils:

  • City of Brisbane
  • City of Ipswich
  • Logan City
  • Moreton Bay Region
  • Redlands City.

Travel restrictions will be in place until at least 6pm (ACT time) Thursday 1 April 2021.

This aligns with the lockdown in Greater Brisbane.

ACT residents travelling from Greater Brisbane must declare their travel using the declaration form within 24 hours prior of their travel. Please note the form will be down for maintenance between 12pm and 12.30pm on 30 March 2021.

Non-ACT residents travelling from Greater Brisbane need to apply for an exemption to enter the ACT. Please note the form will be down for maintenance between 12pm and 12.30pm on 30 March 2021.

If you are travelling from other parts of Queensland, you can visit the ACT, as long as you have not been in Greater Brisbane in the 14 days prior to your travel to the ACT.

AUSTRALIAN CAPITAL TERRITORY: 22.12.20 Update

A new public health direction is in place from 11.59pm on Sunday 20 December 2020, legally requiring anyone who has been in a COVID-affected area of Greater Sydney, Central Coast and Wollongong areas notify ACT Health of their intention to travel to the ACT, via our online declaration form. Note: the affected areas have been updated 21 December 2020 as per NSW Health advice.

Anyone who has been in the Northern Beaches LGA from 11 December 2020 are required to quarantine for 14 days from when they left the area and should get tested.

Anyone who has been in the Greater Sydney, Central Coast or Wollongong areas from 21 December 2020 are required to quarantine for 14 days from when they left the area and should get tested. A full list of affected areas is on our NSW travel page.

Canberrans are advised not to travel to Greater Sydney, Central Coast or Wollongong areas until further notice.

Travel for Canberrans to SA is possible without quarantine on arrival if you have been in a low community transmission zone for 14 days or longer.

Due to NSW updating their border restrictions for travel from Victoria, entry to the ACT from Victoria is now only possible through Canberra Airport, by air. The NSW Public Health Direction can be viewed at the NSW Department of Health website.

Exception: The NSW Government is allowing ACT residents with an Entry Authorisation Certificate issued by the ACT Chief Health Officer to cross the border at Wodonga at 9am each day from 13 - 17 August inclusive. After 17 August 2020, no other ACT residents will be allowed through the border by road and the ACT Government will not issue any more exemptions to drive to the ACT while the NSW/Vic border remains closed. After 17 August 2020, everyone else who has applied for an exemption will need to reapply and request to travel by air.

ACT residents can return home from Victoria by air but are required to enter quarantine until 14 days after leaving Victoria. ACT residents must notify ACT Health of their intention to return. This notification should be made as early as possible, and at least 72 hours before the intended travel date, wherever possible.

If you return to the ACT from NSW, or current hotspots, you may be required to quarantine for 14 days after you arrive. ( Check the ACT website for specific details).

Travelling from Australia to New Zealand

From 19 April 2021, people who have been in either Australia or New Zealand for 14 days or more can travel quarantine-free to New Zealand. This includes people who have spent all 14 days in Australia, or people who have travelled from New Zealand to Australia and are returning within 14 days.

To travel quarantine-free you must meet the New Zealand Government’s health pre-conditions and all other normal entry requirements, like customs, immigration and biosecurity, apply.

Be aware that quarantine-free travel could be paused or suspended at any time, so stay up to date. Australian citizens and permanent residents who have been in Australia for 14 days before departure can travel to New Zealand without applying for an outwards travel exemption.

Note: This only applies when New Zealand is the destination of travel. If you are transiting through New Zealand to another destination, you must apply for an outward travel exemption.

There is a ban on Australians travelling overseas.

Exceptions include:

  • where travel is essential
